Mr Donald TONG, GBS, JP

Mr Donald TONG Chi-keung was appointed on 1 January 2022 as the Executive Director to lead the Vocational Training Council (VTC) in advancing vocational and professional education and training (VPET) as well as furthering the development of the Council.
 
Mr Tong was an Administrative Officer with the Government and has over 30 years of experience in public administration and management. 
 
Prior to joining the VTC, Mr Tong served in various Government bureaux and departments, including the Transport Department, the former Trade and Industry Branch, the former City and New Territories Administration, the former New Airport Projects Co-ordination Office, the Hong Kong Economic and Trade Offices in Washington and in Toronto, the former Environment and Food Bureau, the Food and Environmental Hygiene Department and the Home Affairs Bureau. He was Hong Kong Commissioner for Economic and Trade Affairs, USA, from 2008 to 2014, Commissioner for Labour from 2014 to 2016, Permanent Secretary for the Environment / Director of Environmental Protection from 2016 to 2019, and Permanent Secretary for Transport and Housing (Housing) / Director of Housing from 2019 to 2020.
 
Mr Tong holds a Bachelor of Social Science degree from the Chinese University of Hong Kong. He was awarded Gold Bauhinia Star (GBS) in 2020.
