Dr Michael WANG Jianguo
Dr Michael Wang is a seasoned educator with extensive experience in industry engagement and integration, implementation of innovative pedagogy and student learning.
Appointed as Deputy Executive Director in February 2019, Dr Wang is primarily responsible for overseeing VTC’s policy areas for programmes at and above degree levels and leading the strategic development of the Design, the Engineering and the Health and Life Sciences disciplines. He also leads the strategic development of the vocational training for people with disabilities and the social enterprise.
Prior to joining the VTC, Dr Wang had been in the technical education sector in Singapore for over twenty years contributing to the development of professional disciplines in logistics, supply chain and engineering. Having served as Member in many governmental committees and workgroups in Singapore, he has a strong network with government officials, industry partners, trade associations, professional bodies and education institutions in Singapore and the region.
Dr Wang holds a Bachelor’s Degree in Electrical Engineering (Qilu University of Technology, China), a Master’s Degree in Automation Engineering (Shandong University, China) and a PhD in Mechanical Engineering (Tsinghua University, China). He has completed his postdoctoral fellowship at National University of Singapore, an executive programme at INSEAD, and a senior management programme at Lee Kuan Yew School of Public Policy, National University of Singapore. -

Ms Gladys YAM Ying-sim
Ms Gladys Yam is a seasoned administrator in the vocational and professional education and training sector.
Appointed as Deputy Executive Director in October 2021, Ms Yam is primarily responsible for overseeing VTC’s policy areas on strategic planning, curriculum development for programmes at sub-degree level, quality enhancement and accreditation, as well as learning and teaching. She is also leading the strategic development of the Languages, the Student Development and the Childcare, Elderly and Community Services disciplines, as well as steering the holistic programme planning, student admission, and VPET marketing and promotion.
Prior to assuming her current post, Ms Yam had undertaken different leadership roles at VTC including Senior Assistant Executive Director, Principal of School for Higher and Professional Education, Principal of Institute of Professional Education And Knowledge, Head of Human Resources Division and Head of the Business Administration Department in IVE (Haking Wong).
Ms Yam holds a Bachelor of Arts degree and Master’s degree in Business Administration (The University of Hong Kong). -

Dr Daniel YAN Ting-kwan
Dr Yan has been appointed as Deputy Executive Director to oversee the VTC’s policy areas of campus development and operations, central administration services, as well as estates and facilities management and environmental & sustainable development initiatives. He will also be leading the strategic development of the Engineering Discipline from October 2026.
Dr Yan is a seasoned educator and has gained extensive knowledge and experience in the business sector before he joined the education field. Prior to this appointment, he had played a management role in different operational units of the Council, including the Hong Kong Institute of Vocational Education (Tsing Yi & Kwai Chung), Engineering Discipline, Business Administration Discipline, the former Interdisciplinary Unit, and Headquarters (Academic Services).
Dr Yan possesses a Bachelor of Science in Civil and Structural Engineering (The University of Hong Kong), a Master of Business Administration (The Hong Kong University of Science and Technology), a Doctor of Philosophy (The University of Cambridge), and a Juris Doctor (The Chinese University of Hong Kong). Besides, he is a Fellow of the Institution of Civil Engineers (UK) and a Fellow of the Chartered Institute of Marketing (UK).

Ms Florence CHAN Ho-yan
Ms Chan has been appointed as Deputy Executive Director to spearhead the strategic development of the Business Discipline and Hospitality Discipline. She is also responsible for overseeing industry partnership and enhancing engagements with other key stakeholders, including alumni and philanthropists. In addition, she leads the VTC’s collaboration and exchange initiatives with the Chinese Mainland and international partners. Her portfolio also includes secretariat support to the VTC Training Boards and administration of apprenticeship training.
Ms Chan is an experienced public policy professional with over 20 years of experience. She has served in various bureaux and departments of the HKSAR Government, including the Department of Justice, the Education Bureau, and the Commerce and Economic Development Bureau, etc. Prior to joining the VTC, she served as a senior executive at a major charitable organization providing multifaceted services in the community of Hong Kong.
Ms Chan holds a Bachelor’s degree in Speech and Hearing Sciences (The University of Hong Kong), a Master’s degree in Business Administration ( Hong Kong University of Science & Technology) and a Master’s degree of Social Science in International and Public Affairs (The University of Hong Kong).
