Strategic Plan

VTC’s First, Second and Third 8-Year Strategic Plans were formulated in 2002, 2008 and 2014 respectively, mapping out its strategies to shape the development of vocational and professional education and training (VPET) in Hong Kong. 

To steer the Council’s development in light of the social and economic development in Hong Kong, VTC drew up its Fourth 8-Year Strategic Plan in 2020 covering the period from 2021/22 to 2028/29.  With a central theme of “Skilling for the Future”, the key areas of strategic development are:

• Advancing towards a comprehensive VPET system by strengthening VPET offerings in VTC;
• Pursuing a digital future in VTC with a focus on digital learning and teaching and digital workplace; and
• Growing organisational capability.

The Fourth Plan is a “living document” subject to annual strategic planning reviews to cater for external and internal changes.
