HKPC and VTC Join Hands to Develop InnoTalent
with On-the-Job Training, Internships and Full-Time Employment Opportunities

The Hong Kong Productivity Council (HKPC) and the Vocational Training Council (VTC) signed a Memorandum of Understanding (MOU) today, vowing to jointly nurture a new generation of innovation and technology (I&T) talent in Hong Kong. Through the provision of work-based experience, student internships, and fast-track offer of full-time employment opportunities upon graduation, the collaboration aims to strengthen the local I&T talent pool, inject new impetus into the research and development (R&D) and business sectors and enhance the competitiveness of Hong Kong.
Witnessed by Ms Annie Choi, Permanent Secretary for Innovation and Technology of the HKSAR Government; Mr Willy Lin, Chairman of HKPC; Mr Tony Tai, Chairman of VTC, and Mr Donald Tong, Executive Director Designate of VTC, the MOU was signed by Mr Mohamed Butt, Executive Director of HKPC, and Mrs Carrie Yau, Executive Director of VTC, at HKPC.
Mr Willy Lin, Chairman of HKPC, said, “The cultivation of I&T talent is critical to Hong Kong’s continuous economic growth under the digitalisation-dominated new normal, which has been fuelled by the envisioning of the National 14th Five-Year Plan for the city to become an international I&T hub and introduction of related new initiatives by the HKSAR government. This is why HKPC is paying enormous attention to the training of InnoTalent and is fully devoted to equipping the young generation with the appropriate job skills and knowledge in new technology to raise their competence in adapting to future trends at work. The latest collaboration with VTC is an example of our commitment on this front as we strive to give those with aspirations for a career in the I&T sector a taste of its work environment and directions on what is required.”
Mr Tony Tai, Chairman of VTC, remarked that I&T is the key driver to the growth of industries and I&T talent are highly sought after by every sector. The VTC has been closely collaborating with the government and industry to promote the development of Vocational and Professional Education and Training (VPET). The VTC has actively digitalised programme curriculum and integrated its programmes with new technologies like Artificial Intelligence (AI), Cloud Applications and Cybersecurity while developing smart infrastructure to enrich students’ learning experience and inspire their innovative talents. Mr Tai believed that under the new synergy with the VTC and HKPC, more I&T talent would be groomed for the sustainable development of Hong Kong.
Areas for collaboration include HKPC’s support for VTC’s Industrial Attachment and Industry-Based Student Project Scheme and Earn & Learn Scheme in which VTC students of Engineering, Health and Life Sciences and Information Technology Disciplines studying full-time Degree Programmes or Higher Diploma Programmes can hone their skills and knowledge with on-the-job training and gain hands-on experience through various R&D projects at HKPC. It will also offer part-time, Summer and Winter internships for VTC students to gain workplace experience and explore career opportunities in R&D and I&T industries, and consider those with outstanding performance in the above-mentioned activities for full-time employment opportunity upon graduation. In return, VTC will provide HKPC staff with corporate training through mini-programmes, specialised trainings, modules, and seminars.
