Announcement of New Directorate Appointment

Ms TSE Yee Man Sara

Ms TSE has been appointed as Assistant Executive Director of Headquarters (Industry Partnership). She will play a leading role in planning, managing and reviewing the implementation of the Apprenticeship Training Scheme under Cap.47 Apprenticeship Ordinance, as well as efficient operation & execution of other Government-funded training schemes and vocational assessments. In addition, she will assist in the development of Vocational and Professional Education and Training (VPET), liaise with relevant internal and external stakeholders to oversee the implementation of the Vocational Professionals Admission Scheme (VPAS), Vocational Assessment and Trade Test, etc.

Ms TSE is an experienced public policy professional with over 20 years of experience. Before joining the VTC, she had served in the Office of The Ombudsman and various bureaux and departments of the HKSAR Government, including the former Environment, Transport and Works Bureau, the former Economic Development and Labour Bureau, and Financial Services and the Treasury Bureau.

Ms TSE holds a Bachelor’s degree in Social Sciences (University of Hong Kong), a Master's degree of Social Science in Law and Public Affairs (The Chinese University of Hong Kong) and a Master's degree of Public Policy (The University of Oxford, United Kingdom).
