Announcement of New Directorate Appointments
New appointments at the Directorate rank have been made with effect from 14 September 2026.

Dr YAN Ting-kwan, Daniel
Dr Yan has been appointed as Deputy Executive Director to oversee the VTC’s policy areas of campus development and operations, central administration services, as well as estates and facilities management and environmental & sustainable development initiatives. He will also be leading the strategic development of the Engineering Discipline from October 2026.
Dr Yan is a seasoned educator and has gained extensive knowledge and experience in the business sector before he joined the education field. Prior to this appointment, he had played a management role in different operational units of the Council, including the Hong Kong Institute of Vocational Education (Tsing Yi & Kwai Chung), Engineering Discipline, Business Administration Discipline, the former Interdisciplinary Unit, and Headquarters (Academic Services).
Dr Yan possesses a Bachelor of Science in Civil and Structural Engineering (The University of Hong Kong), a Master of Business Administration (The Hong Kong University of Science and Technology), a Doctor of Philosophy (The University of Cambridge), and a Juris Doctor (The Chinese University of Hong Kong). Besides, he is a Fellow of the Institution of Civil Engineers (UK) and a Fellow of the Chartered Institute of Marketing (UK).

Dr LAM Tze-shan
Dr LAM Tze-shan has been appointed as Senior Assistant Executive Director. He assumes the role of Principal of the Hong Kong Institute of Vocational Education (Tsing Yi) [IVE (Tsing Yi)] and concurrently as the Academic Director of the Engineering Discipline.
Prior to this appointment, Dr LAM had served as Assistant Executive Director, Vice-Principal of IVE (Tsing Yi) and Deputy Academic Director of the Engineering Discipline. He also served as Head of Engineering Departments at IVE (Haking Wong) and IVE (Shatin), leading his teams to provide professional and quality teaching for the Vocational and Professional Education and Training (VPET) programmes. He also served as the Chairman of a Programme Board to oversee the development and quality assurance of the VPET programmes in the areas of Electrical and Mechanical Engineering.
Dr LAM holds a Bachelor’s Degree in Electronic Engineering (The University of Bradford (UK)) and a Doctor of Philosophy Degree in Electronic Engineering (The City University of Hong Kong). He is a Chartered Professional Engineer of the Institution of Engineers Australia and a Member of the Institution of Engineering and Technology of the United Kingdom.
