VTC welcomes the appointment of Mr Jeffrey LAM Kin-fung as new Chairman

The Vocational Training Council (VTC) welcomes the Government’s appointment of Mr Jeffrey LAM Kin-fung as the new Chairman for a term of two years with effect from 1 January 2026. VTC pays tribute to the outgoing Chairman, Mr Tony TAI Chark-tong, for the outstanding leadership and contribution during his tenure, which have taken Vocational and Professional Education and Training (VPET) to new heights.
Mr Jeffrey LAM Kin-fung is a seasoned industrialist who has a longstanding commitment to promoting trade and industry in Hong Kong. He has played a leading role in a number of Hong Kong’s most representative industrial and trade organisations and possesses extensive experience in public service and administrative management. Having served as a Non-official Member of the Executive Council and a Member of the Legislative Council for years, Mr LAM has provided constructive proposals and advice to the Government on promoting sustainable development of Hong Kong’s economy, as well as seizing the opportunities brought about by the opening-up of the Chinese Mainland market and the Belt and Road Initiative. In addition, Mr LAM has actively participated in advisory and statutory bodies covering areas such as education, manpower training, transport and finance, underscoring his professional insight into Hong Kong’s economic and talent development.
Speaking on his appointment, Mr LAM said, “I am deeply honoured to be appointed as Chairman of VTC. Under Mr TAI’s eminent leadership, VTC has continued to nurture skilled and knowledgeable talents for society while enhancing the image and recognition of VPET. Building on this solid foundation, I will take forward VTC’s mission with innovation, leading the Council to respond to the evolving needs of economic development, and making VPET an ideal pathway for more young people and working adults to develop their careers and realise their aspirations.”
He continued, “I look forward to drawing on my experience in the industrial and commercial sectors, as well as my years of public service, to work closely with the VTC team and all sectors in promoting the development of VPET and cultivating skilled manpower for the future of Hong Kong and our country.”
Mr Donald TONG, Executive Director of VTC, welcomed the appointment of Mr LAM as the new Chairman, “We are confident that under Mr LAM’s leadership, VTC will continue to leverage its strengths in VPET to fulfil its mission of nurturing talents. Through quality VPET, we will empower young people and working adults to embrace new opportunities in support of the social and economic development of Hong Kong. The VTC team will work together with full commitment with Mr LAM and the Council in driving VTC forward.”
VTC also extends its heartfelt gratitude to Mr Tony TAI, the outgoing Chairman. Appointed as a Council Member of VTC in 2013, Mr TAI later served as Deputy Chairman before taking up the role of Chairman in 2020. Throughout these years, Mr TAI has made significant contributions to VTC and the long-term development of VPET. He spearheaded the establishment of the Hong Kong Institute of Information Technology (HKIIT), Hong Kong’s first dedicated IT tertiary institute, with a view to building an IT talent pool to support digital transformation of the city and industries. Mr TAI also championed a number of campus development projects with cutting-edge industry facilities to enhance students’ learning experience, including the Aviation and Maritime Education Centre, the Lift and Escalator Technology Centre, and the new campus project in Cha Kwo Ling.
Under Mr TAI’s leadership, VTC worked closely with the Government to strengthen VPET and support Hong Kong’s development as an international education hub. This included the development of Technological and Higher Education Institute of Hong Kong (THEi) towards becoming a University of Applied Sciences while serving as an associate member of the “Alliance of Universities of Applied Sciences”. Mr TAI also committed to deepening VTC’s collaboration with the Chinese Mainland, forging partnerships with education authorities, institutions, and enterprises across provinces and cities, and establishing VTC’s first operation centre in Shenzhen, while strengthening ties and partnerships around the globe. He also led VTC in supporting the Government’s “Vocational Professionals Admission Scheme” which aims to help alleviate the manpower shortage in various trades in Hong Kong.
VTC also welcomes the new appointment of Dr Wingco LO Kam-wing and the re-appointment of Mr Paul CHONG Kin-lit as Deputy Chairmen, and expresses its sincere gratitude to the outgoing Deputy Chairman, Dr Daniel YIP Chung-yin. Dr YIP has long been supporting the VPET development in Hong Kong. He actively steered the publicity and promotion of VPET at various levels and has helped enhance the status of VPET in society. During his tenure as VTC Deputy Chairman, Dr YIP also served as Chairman of Vocational and Professional Education Services (Shenzhen) Company Limited (VPES), fostering collaboration between VTC and Chinese Mainland on VPET development and youth exchange activities.
In addition, the Government has appointed Mr Jack CHAN Hoi as new Council member and re-appointed Dr Rocky CHENG Chung-ngam, Mr Alan CHEUNG Yick-lun and Ms Monica LEE-MÜLLER Yuk-har as Council members. Established in 1982, the Vocational Training Council (VTC) is the largest vocational and professional education and training provider in Hong Kong. The mission of VTC is to provide a valued choice to school leavers and working people to acquire the values, knowledge and skills for lifelong learning and enhanced employability, and also to provide support to industries for their manpower development.
