OceanBase and VTC sign an MOU to explore collaboration in strengthening local IT talent development and facilitating IT talent exchange in the Greater Bay Area

OceanBase and the Vocational Training Council (“VTC”) have signed a Memorandum of Understanding (“MoU”) today. VTC is the largest provider of vocational and professional education and training (“VPET”) in Hong Kong, while OceanBase is an industry-leading distributed database company originated from Ant Group. The partnership will foster collaboration in nurturing local IT talent, facilitating IT talent exchange in the Greater Bay Area, and supporting the development of VPET.

The collaboration will be implemented through the Hong Kong Institute of Information Technology (“HKIIT”), a member institution of VTC. It reflects the commitment of both parties to connect industry expertise with VPET. OceanBase will provide technical training support, industry exposure and career development opportunities, while HKIIT will contribute its experience in curriculum design, student development and lifelong learning to strengthen IT talent development.

The MoU was signed by Bosco FUNG, General Manager of OceanBase Hong Kong and Macau, and Dr Philips WANG, Principal of HKIIT.

Bosco FUNG, General Manager of OceanBase Hong Kong and Macau, said, “OceanBase is committed to supporting the development of local IT talent in Hong Kong by sharing our industry experience in distributed database technology. We are pleased to work with HKIIT to bring real-world database technology experience into the classroom and create more learning and career pathways for students.”

“We hope this collaboration will help cultivate more local professionals in Hong Kong who are familiar with distributed database technology, thereby supporting the digitalization and operation of critical infrastructure in sectors such as financial services and public services,” he added.

Dr Philips WANG, Principal of HKIIT said, “HKIIT works closely with industry to enhance the IT and digital capabilities of students and working professionals in response to evolving talent needs. Our collaboration with OceanBase will further strengthen ties between VPET and the technology sector. By bringing together our respective strengths in talent development and technology, the partnership aims to enrich students’ learning experience, broaden their professional horizons, and nurture talent for the innovation and technology development of Hong Kong and the Greater Bay Area.”

The two parties will jointly promote local IT talent development by leveraging OceanBase’s technical training resources and industry expertise. HKIIT students will have opportunities to gain knowledge of distributed database technologies, while OceanBase will support HKIIT in integrating relevant knowledge into its existing database-related programmes. To strengthen teaching support, OceanBase will offer HKIIT lecturers and relevant staff with the train-the-trainer support to enhance their related teaching skills and knowledge. The two parties will also facilitate the exchange of professional knowledge through workshops, seminars, company visits, mentorship sessions and other activities.

To help students gain practical workplace experience, OceanBase will offer industrial attachment opportunities for HKIIT students, while HKIIT graduates will be given priority for interviews for full-time job opportunities at OceanBase. The two parties also plan to arrange visits for HKIIT staff and students to OceanBase’s facilities and those of OceanBase’s partners in the Greater Bay Area or other cities, thereby strengthening industry exposure, technical exchange and cross-boundary collaboration. In addition, they will explore jointly designing and delivering in-service training programmes to support the continuing and professional education of Hong Kong’s workforce, including training for professionals using OceanBase database.

The collaboration builds on OceanBase’s ongoing commitment to talent development in Hong Kong. In October 2025, OceanBase unveiled its business growth and expansion plans in Hong Kong, further strengthening the city as a strategic hub in its accelerated globalisation roadmap. Alongside this move, OceanBase introduced the “Talent 1000 Accelerator” programme, which aims to train more than 1,000 IT professionals in distributed database expertise over the next five years, reinforcing Hong Kong’s role as a global innovation and technology hub.
