    Mr Mohamed BUTT is a leading figure in Hong Kong’s innovation and technology (I&T) sector. He previously held senior Asia-Pacific leadership roles in multinational corporations.

    Since becoming the Executive Director of Hong Kong Productivity Council (HKPC) in 2017, Mr Butt has aligned with the I&T policies of national and Hong Kong Special Administrative Region (HKSAR), helping enterprises seize technological opportunities and promoting Hong Kong’s new industrialisation and new productive forces. Under his steer, HKPC has actively promoted practical training and application support in AI, data applications, and smart manufacturing to enhance enterprise competitiveness. HKPC has also set up 10 service outposts across the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) to foster cross-border I&T collaboration.;

    Mr Butt places high importance on talent cultivation. He supports VPET and promotes industry-academia-research collaboration. Since 2024, he has served on the Board of Governors of the Technological and Higher Education Institute of Hong Kong (THEi), advancing application-oriented talent development and industry alignment.

    Under his leadership, HKPC Academy partnered with VTC and Fraunhofer Institute for Production Technology IPT in Germany in 2018 to launch Hong Kong’s first “Professional Diploma in Industry 4.0” programme at Qualifications Framework Level 4, cultivating technical talent with practical capabilities. In 2025, HKPC renewed the Memorandum of Understanding signed with VTC in 2021 to deepen partnership. This includes extending HKPC’s “InnoTalent” internship programme to VTC students, allowing them to exchange with interns from top global universities and enhance practical skills. HKPC also participates in the VTC Earn & Learn Scheme, providing students with work-based learning and mentorship opportunities. The HKPC-developed, first-in-Hong Kong hydrogen-powered vehicle charging unit serves as a reference case for VTC’s programme, enriching students hands-on experience.

    Mr Butt was awarded the Medal of Honour (MH) in 2021 for his contributions in I&T, commitment to advancing technology commercialisation, new industrialisation and talent development, in supporting Hong Kong’s development as an international I&T hub.
