Announcement of New Directorate Appointment

New appointments at the Directorate Rank have been made with effect from 3 Septebmer 2019.


Mr KWOK Chin-kon, Raymond

Mr Kwok Chin-kon, Raymond has been appointed as Senior Assistant Executive Director (Academic Development and Enterprise) and is primarily responsible for curriculum development and driving collaborations in Greater Bay Area, as well as formulating the strategic initiatives of lifelong learning, workplace digitalisation and social enterprise.  

Prior to this appointment, Mr Kwok had served as the Principal of Youth College (International), leading the development of the College and launched the Vocational Baccalaureate programmes.  He has also served as the Director of the Quality Assurance and Accreditation Office and has extensive experience in academic accreditation and development of quality assurance system.

Mr Kwok holds a Bachelor’s degree in Economics and Philosophy (The University of Hong Kong), two Master’s degrees, one in Logistics and Operations Management and another in Business Administration (Macquarie University, Australia).

     
Dr YAN Ting-kwan, Daniel
 
Dr Yan Ting-Kwan, Daniel has been appointed as Senior Assistant Executive Director.  He assumes the role of Principal of the Hong Kong Institute of Vocational Education (Tsing Yi) and concurrently as the Academic Director of the Engineering Discipline to take charge of campus operations and steer the strategic development of the Discipline respectively.

Dr Yan is a seasoned educator and has gained extensive knowledge and experience in the business sector before he joined the education field.  Prior to this appointment, he had played a management role in different operational units of the Council, including the Hong Kong Institute of Vocational Education (Kwai Chung), Business Administration Discipline, and Headquarters (Academic Services).  

Dr Yan possesses a Bachelor’s degree in Civil and Structural Engineering (The University of Hong Kong), a Master’s degree in Business Administration (The Hong Kong University of Science and Technology), a Doctor of Philosophy degree (The University of Cambridge), and a Juris Doctor degree (The Chinese University of Hong Kong).  He is also a Fellow of the Chartered Institute of Marketing.

     
Ms HO Kit-yee, Hidi
 
Ms Ho Kit-yee, Hidi has been appointed as Assistant Executive Director, and assumes the role of Academic Director of the Student Development Discipline to oversee the development of student services in the Hong Kong Institute of Vocational Education, Hong Kong Design Institute and Youth College.  She also takes charge of Special Education Needs (SEN) Task Force of VTC.

Ms Ho possesses rich experience in social work, counselling as well as student development services. Prior to this appointment, she had served as the Principal Student Development Officer in the Hong Kong Design Institute and Hong Kong Institute of Vocational Education (Lee Wai Lee) as well as the Vice Principal of the Hotel and Tourism Institute / Chinese Culinary Institute / International Culinary Institute.

Ms Ho holds a Bachelor’s degree in Social Work (University of North Texas, USA) and two Master’s degrees, one in Education in Counselling (The Chinese University of Hong Kong) and another in Public Sector Management (The Hong Kong Polytechnic University).  She is also a Registered Social Worker.

     
Mr KWOK Lung-kei, Jerry
 
Mr Kwok Lung-kei, Jerry has been appointed as Assistant Executive Director, and assumes the role of Principal of Youth College (International) to take charge of campus operations and steer the strategic developments of the College.

Mr Kwok possesses seasoned Information Technology knowledge and has over 20 years’ experience in the IT industry with expertise in technology management, systems development strategy, enterprise infrastructure design and information security management.  Prior to his current position, he had served as the Deputy Head of Information Technology Services Division, formulating security policies and formal procedures according to International Security standards and certification of ISO27001.  

Mr Kwok holds a Bachelor’s Degree in Computer Science (The Chinese University of Hong Kong).

     
Mr SIN Kwong-kee
 
Mr Sin Kwong-kee has been appointed as Assistant Executive Director, and assumes the role of Principal (Youth College) to take charge of campus operations, steer the strategic developments of the College, collaborate with other operational units of VTC to offer Diploma of Vocational Education programmes and implement the VTC Earn and Learn Scheme.
 
Mr Sin possesses over 25 years’ experience in VPET.  Prior to his current posting, he had played a management role in different operational units, including Youth College, Office of Director of Apprenticeship and the Department of Electrical Engineering in the Hong Kong Institute of Vocational Education (Haking Wong).  
 
Mr Sin possesses Associateship in Electrical Engineering (The Hong Kong Polytechnic) and holds a Bachelor’s Degree in Computer Science (Victoria University of Technology, Australia), and a Master of Engineering Degree in Electrical Engineering (The Hong Kong Polytechnic University).
