Announcement of New Directorate Appointments

New appointments at the Directorate rank have been made with effect from 1 September 2023.

Dr HO Sai-hau Simon

Dr HO Sai-hau Simon has been appointed as Assistant Executive Director. He will assume the role of Director of the Vocational Training for People with Disabilities Office.

Dr HO is a seasoned educator with extensive education management experience. He has previously taught at a local university for years and has held leadership roles focusing on management and quality assurance in a number of higher education institutions. Prior to this appointment, he had served as a Director of a charitable organisation in Hong Kong, overseeing a number of early childhood education units, primary and secondary schools and special education schools.

Dr HO holds a Bachelor’s Degree in Science from Upper Iowa University (USA), a Master’s Degree in Education from the University of Southern Queensland (Australia), a Master of Arts Degree from the Chinese University of Hong Kong and a Doctor of Business Administration Degree from Apollos University (USA). He is also a qualified Public Accountant in Australia and an Academic Fellow of the Association of International Accountants.

Dr LAM Tze-shan

Dr LAM Tze-shan has been appointed as Assistant Executive Director. He assumes the role of Vice Principal of the Hong Kong Institute of Vocational Education (Tsing Yi) [IVE(Tsing Yi)] and concurrently as the Deputy Academic Director of the Engineering Discipline.

Prior to this appointment, Dr LAM had served as the Head of Engineering Departments at IVE(Haking Wong) and IVE(Shatin), leading his teams to provide professional and quality teaching for the Vocational and Professional Education and Training (VPET) programmes. He also served as the Chairman of a Programme Board to oversee the development and quality assurance of the VPET programmes in the areas of Electrical and Mechanical Engineering.

Dr LAM holds a Bachelor’s Degree in Electronic Engineering from the University of Bradford (UK) and a Doctor of Philosophy Degree in Electronic Engineering from the City University of Hong Kong. He is a Chartered Professional Engineer of the Institution of Engineers Australia, a Member of the Institution of Engineering and Technology of the United Kingdom, and a Member of the Institute of Electrical & Electronics Engineers of the United States.

Mr TAM Chi-hang Keith

Mr TAM Chi-hang Keith has been appointed as Assistant Executive Director. He assumes the role of Vice Principal of the Hong Kong Design Institute & the Hong Kong Institute of Vocational Education (Lee Wai Lee), and concurrently as Deputy Academic Director of the Design Discipline.

Prior to this appointment, Mr TAM had served as the Head of Department of Communication Design at the Hong Kong Design Institute. He is active in the design industry associations and sits on the committees of various professional bodies including the Institute of Print-media Professionals, the Hong Kong Open Printshop, the Design Trust Greater Bay Area Advisory Council and the CreateSmart Initiative Vetting Committee at CreateHK.

Mr TAM holds a Bachelor’s Degree in Communication Design from the Emily Carr University of Art and Design (Canada) and a Master’s Degree in Typeface Design from the University of Reading (UK), and holds an honorary appointment as Distinguished Research Fellow at Shanghai University. Mr Tam has received a number of awards including a Red Dot Design Award, Design for Asia merit awards, a bronze award at the China Print Awards and Hong Kong Design Association’s Best Design Educator Award.
