The Jockey Club Heavy Vehicle Emissions Testing and Research Centre (“the Centre”) at the Hong Kong Institute of Vocational Education (IVE) Tsing Yi campus received a donation of over HK$19 million from The Hong Kong Jockey Club Charities Trust for the facility upgrade of vehicle emissions testing and the launch of the Jockey Club Blue Sky Education Programme. The Programme has reached more than 500 IVE students, over 2, 400 secondary school students and 1, 000 industry practitioners, raising their awareness about green vehicle and emission reduction. The ‘Upgraded Facilities Launch Ceremony cum Jockey Club Blue Sky Education Programme Sharing’ was held at the beginning of the new academic year to showcase the Centre's facilities and share the achievement of the programme with industry.   

The Launch Ceremony was officiated by Legislative Councillor The Honourable Frankie YICK Chi-ming. He said that all of us, being part of the community, should be accountable to improve the roadside air quality. The Centre rolled out the Jockey Club Blue Sky Education Programme so as to raise public awareness of vehicle emission standards and reduction strategy through various activities. By sharing a common goal, a blue sky would been seen as Yick said.   

Speaking at the ceremony, VTC Deputy Executive Director Dr Eric LIU was grateful to the generous support from The Hong Kong Jockey Club Charities Trust. He hoped the facilities upgrade could better support studies and research about emission reduction in Hong Kong, and help industry advance the vehicle emission reduction technology and standards along the green technology trend.   

The Jockey Club Heavy Vehicle Emissions Testing and Research Centre was established in 2011 to undertake exhaust emission research and testing of various types of vehicles in Hong Kong and to promote environmentally friendly logistics and transport to the trade, students and the public. Apart from supporting the establishment of the Centre, The Hong Kong Jockey Club has also been working hand in hand with its community partners to launch different educational projects. Through innovative solutions and cross-sectoral collaborations, these projects enhance the diversity of education, which in turn provide better learning environments for students with different backgrounds, abilities and learning needs, to meet the challenges of the 21st Century.

Starting from the Academic Year 2017/18, the Centre has been funded by The Hong Kong Jockey Club Charities Trust to launch the Jockey Club Blue Sky Education Programme (“the Programme”) to enhance public awareness of the impact of vehicle emissions on air quality through a wide range of activities. In the past two years, activities talks, seminars and workshops were organised for over 40 secondary schools, VTC member institutions and industry organisations to provide teaching support in relation to vehicle energy efficiency and exhaust emission testing, and to share the latest information on green technologies, such as new environmentally friendly vehicles and emission reduction technologies to address the importance of emission reduction.

The Jockey Club Blue Sky Education Programme offers career taster programme for secondary school students to visit the Centre and experience conducting vehicle emission measurement and testing. IVE students of Engineering and Applied Science Disciplines were also given industrial attachment opportunities at the Centre to learn about engines, vehicle testing, green technology and the latest emission standards. IVE student of Higher Diploma in Automotive Engineering Kelvin FUNG, who had his industrial attachment at the Centre said that he had learned more about vehicle emissions standards and had the opportunity conducting exhaust gas testing at real workplace. Aspired to joining the automotive engineering industry, Kelvin wished to help save the environment by promoting green transportation.

In addition to environmental education for public, with the funding support, the Centre facilities were also upgraded to meet the latest European emissions standard. Among these were the Emission Measurement System of Euro 6 standard which could measure nano-sized particles; Portable Emission Measurement System (PEMS) for measuring air pollutants on roads, construction sites or vessels; 4 Wheel Drive (4WD) Light duty chassis dynamometer for testing different types of light duty vehicles in Hong Kong; as well as Electric Vehicle and Hybrid Vehicle Testing Facilities for measuring performance and efficiency of hybrid and electric engines.

The Hong Kong Institute of Vocational Education (IVE) is a member of the VTC Group. The 9 IVE campuses provide vocational and professional education and training for secondary graduates as well as people in employment.
