Mr SHUM Sai-wing, Philip

Mr SHUM Sai-wing, Philip has been appointed as Assistant Executive Director, and assumes the role of Head of Estates, Health and Safety Division to lead and oversee the work of capital building projects, building maintenance and development works of all Council’s premises, and to formulate and implement health and safety, building-related environmental and energy conservation measures in Council’s premises.

Mr SHUM is a seasoned Professional Engineer and possesses over 30 years’ experience in the public sector and the construction industry with extensive knowledge in project management of new capital works and building maintenance. Prior to his current position, he served as the Deputy Head of Estates, Health and Safety Division, taking charge of special projects and facilities management.

Mr SHUM holds a Bachelor’s Degree in Civil Engineering (The University of New South Wales, Australia), a Graduate Diploma of Business Administration (Monash University, Australia) and a Master of Business Administration (Central Queensland University, Australia). He is also a Registered Professional Engineer (Civil & Structural), Hong Kong, a Chartered Professional Engineer, Australia, a Chartered Engineer, United Kingdom, a Member of The Hong Kong Institution of Engineers, a Member of The Institution of Engineers, Australia and a Member of The Institution of Structural Engineers, United Kingdom.
