    VTC welcomes Budget Speech’s initiatives to further the development of VPET

    The Vocational Training Council (VTC) welcomes the measures as outlined in the Financial Secretary’s 2022-23 Budget Speech to further the development of vocational and professional education and training (VPET) for grooming talent with professional knowledge and applied skills to meet the manpower needs of industry and society.

    The Budget Speech proposes measures to extend the Pilot Incentive Scheme to Employers and the Pilot International Study Programme under the Training and Support Scheme (i.e. VTC Earn & Learn Scheme) as well as the Pilot Subsidy Scheme for Students of Professional Part time Programmes (i.e. Vplus Subsidy Scheme) for two years to further promote dual-track learning, enhance learning outcomes, and encourage lifelong learning to meet manpower needs of the 21st Century.

    Launched in 2014 with the support of the Government and industry, the VTC Earn & Learn Scheme integrates systematic classroom learning and on-the-job training, providing a clear progression pathway for young people to pursue a career in industries with a keen manpower demand. The VTC welcomes the measures proposed in the Budget to encourage employers’ participation in workplace learning and assessment and provide diversified learning opportunities, thereby enhancing the effectiveness of dual-track training. Furthermore, the extension of Vplus Subsidy Scheme provides subsidy incentives for those studying designated professional part-time VTC programmes and encourages upskilling of industry practitioners, contributing to the sustainable development of Hong Kong.
