Full Support to Marginalised and Minority students
Endeavouring to care for the less privileged, non-Chinese
speaking (NCS) students and students with special
educational needs (SEN), the VTC provides them with various
vocational education and training opportunities. Dedicated
support and services are offered to these students to meet
their specific needs and facilitate their growth.
In the past year, the VTC continued to offer the Vocational
Development Programmes to non-engaged people aged
14 to 24 with education below sub-degree level to help
them search for their own interest in life and equip them
for further studies or employment. In collaboration with the
Social Welfare Department, the VTC also offered tailor-made
VET programmes for over 1,200 residents at the Tuen Mun
Children and Juvenile Home. The VTC provided services for
about 900 youths in support of the Government’s Youth Pre-
employment Training Programme and Youth Work Experience
and Training Scheme.
We also provided vocational training to people with special
educational needs through our member institutions. In
2012/13, 570 full-time and 480 part-time students were
enrolled in programmes offered by the Shine Skills Centre.
About 580 SEN students were also enrolled in programmes
such as top-up degree, HD, Foundation Diploma (Level 3)
and Diploma in Vocational Education offered by our other
member institutions. Adapted ApL courses were offered
to about 120 senior secondary students with intellectual
disabilities.
About 20 dedicated full-time and part-time VET programmes
were offered to about 750 NCS students in the past year
catering for their specific needs. A new Youth College was
set up in 2012/2013 where enhanced support is provided
for NCS and SEN.
Whole Person Development
The VTC seeks to develop the intellectual, personal,
vocational and physical abilities of its students through
a challenging curriculum, experience-based co-curricular
activities, and adventurous learning opportunities.

年成立了一所新的青年學院,以
照顧他們的需要。
培育全人發展
除了傳遞知識,我們同樣重視學生的個人品
格和身心發展。為此,我們提供豐富充實的
課程、着重體驗的課程活動及歷奇訓練的機
會,積極裝備他們。
