A high quality workforce is crucial to maintain Hong Kong’s
competitive edge. During the year, the VTC has administered
several industry-wide schemes and training programmes to
help industries upgrade their employees’ competencies and
enhance their competitiveness.
Cross-border Qualifications
In March 2013, the VTC launched the “One Examination,
Multiple Certification” System in collaboration with the
Guangdong Occupational Skill Testing Authority. The system
was piloted in the beauty and hairdressing industries and
will be extended to sectors such as vehicle maintenance,
elderly care, printing and property management. The
introduction of this scheme marks a milestone in effort to
raise the professionalism and competitive advantages of
workers in Hong Kong, the Mainland and member countries
of the International Professional Standards Network (ipsn)
including Japan, Australia, New Zealand and Canada.
Besides that, the “One Trade Test Two Certificates”, which
is approved by the Ministry of Human Resources and Social
Security of the People’s Republic of China, is periodically
held at the Chinese Cuisine Training Institute (CCTI). During
the year, 55 CCTI trainees sat for the trade test and received
dual certificates.
In-service Training and Consultancy Services
Apart from promoting cross-border recognition, the VTC has
helped raise the competitiveness of local businesses and
workforce through apprenticeship schemes, industry-specific
training as well as consultancy services.

中港互通資歷
2013
年

月，
VTC
與廣東省職業技能鑒定指
導中心協商合作，率先於美容及美髮業推行
「一試三證」計劃，日後將陸續擴展至其他行
業，包括汽車維修、養老護理、印刷及物業
管理等。引入「一試三證」這項跨地域職業能
力資格互認計劃，標誌香港、內地、國際專
業標準聯盟成員國（包括日本、澳洲、新西蘭
和加拿大）在提升從業員的專業水平和競爭力
方面跨進重要里程。
此外，中華廚藝學院亦定期舉辦獲中華人民
共和國人力資源和社會保障部核准的「一試兩
證」技能考核。年內共有
55
名中華廚藝學院學
員通過考核，同時獲頒中港兩地的證書。
在職培訓及顧問服務
除了推動中港互通資歷外，
VTC
亦提供學徒訓
練、特定行業培訓及顧問服務，協助本地業
界及從業員提升競爭力。
