Mr Locky CHU Kwan-lam, MH was conferred the VTC Honorary Fellowship by the Council Chairman Mr Andrew LEUNG, SBS, JP at Graduation Ceremony 2008

Mr Locky CHU Kwan-lam is the founder and Executive Director of Henmy Industries Ltd, specialising in the supply of precision moulds and plastics products for manufacturing industries all over the world. With his wealth of expertise in the industry for over 30 years, his company has gained its reputation as one of the leading precision tooling firms in Hong Kong. Highly knowledgeable and experienced in the precision tooling industry, Mr Chu is a prominent leader in this sector.
 

Mr Chu has made significant contributions to public and community services. He is the Founding Member of the Mould and Die Council under the Federation of Hong Kong Industries. He has served as Board Member of the Hong Kong Science and Technology Parks Corporation since 2006, and Member of the Panel of Assessors for the Innovation and Support Programme under the Innovation and Technology Fund from 2007. Mr Chu served on the Hong Kong Productivity Council from 1998 to 2007, and the Occupational Safety and Health Council from 1998 to 2005. He is presently serving on the Residential Care Homes (Elderly Persons) Appeal Board.
 

Mr Chu is a strong supporter of vocational education and training. He has offered invaluable advice on the industrial development and manpower training of Hong Kong. He has since 2003 served on the Government’s Steering Committee of the Skills Upgrading Scheme. For more than a decade Mr Chu is a close partner of VTC. Currently he is the Chairman of both the Plastics Training Board and the Committee on Apprenticeship and Trade Testing. Previously he also served on the Committee on Precision Tooling Training. He has helped steer the continuous growth and development of VTC’s Plastics and Tooling Technology Development Centre and provided expert advice on IVE courses. He has made generous donations to support the Hong Kong Youth Skills Competitions jointly organised by VTC and other institutions. He is also an employer who has loyally recruited VTC graduates as registered apprentices.
 

Mr Chu’s contributions to VTC’s reforms and developments are valuable. He was presented the VTC’s 25th Anniversary Outstanding Honorary Award in 2007. In recognition of his contribution to the development and manpower training for the industry, he was awarded the Medal of Honour in 2006 by the Government of the HKSAR.
