Mr CHAN Wing-chan is a well-respected figure in the catering industry.  He is Honorary President of the Association for Hong Kong Catering Services Management, and Permanent Honorary President of the Hong Kong Political, Economic and Cultural Society, and holds leading positions in various trade associations.  Mr Chan was a Member of the Legislative Council by election, in the Hotels and Catering functional constituency from 1995 to 1997, as elected member of Provisional Legislative Council during the return of Hong Kong to China, and in the Labour functional constituency from 1998 to 2000.  During the establishment of the first Hong Kong SAR Government in 1997, Mr Chan served on the Selection Committee for the First Government of the Hong Kong SAR.
 

Mr Chan has rendered invaluable support to VTC.  He was appointed Member of the Chinese Culinary Training Institute (CCI) Training Board in 2000 and served as its Vice Chairman from 2004 to 2007, after which he has been an Advisor of the Training Board.  In 2006, Mr Chan provided professional advice during the Programme Area accreditation exercise by The Hong Kong Council for Accreditation of Academic and Vocational Qualifications, enabling CCI to attain Level 3 of the Qualifications Framework for its flagship Elementary Certificate programme in Chinese Cuisine.  Mr Chan has been serving as the Convenor of the Trade Testing group under the CCI Training Board since 2000.
 

Mr Chan has been enthusiastic in promoting professional collaboration between Hong Kong and the Mainland.  With Mr Chan’s support, CCI was authorised to administer the Mainland's Occupational Qualification Certificate trade test, “One Test Two Certificates” for Chinese chefs in conjunction with the Department of Human Resources and Social Security of Guangdong Province.  In 2004, under the leadership of Mr Chan, a team from the CCI won various championships in the 5th World Championship of Chinese Cuisine in Guangzhou.
