Supporting Qualifications
Framework
The VTC has assumed a strategic
ro l e throughout i n suppor t of
the Government as regards the
development and implementation of
the Qualifications Framework (QF),
with a view to offering competency-
based VPET to Hong Kong people,
especially the young generation.
Aligning with the seven-level QF
platform, the VTC is committed to
mapping out learning articulation
and progression pathways to help
learners of different backgrounds
upgrade their levels, ranging from
pre-employment young people
to i n - ser v i ce prac t i t i oner s. I n
2014/15, a total of eight brand
new industry-specific programmes
were launched. These are based on
the Specifications of Competency
Standards and offered at various
QF levels, covering a variety of
industries including the automotive,
jewellery and retail sectors.
At the same time, the VTC has
strengthened its role in providing
competency assessment services
for different industries. Besides
administering a variety of trade
tests and vocational assessments
for various sectors, we have so
far given support to ten industries
by taking up a role as their single
Assessment Agency for conducting
the Recognition of Prior Learning
mechanism under the QF.
支援資歷架構發展
自政府倡議成立資歷架構,
VTC
一直
擔當重要角色,全面參與發展和推
行資歷架構的工作,致力為公眾,
特別是年輕一代,提供能力為本的
職業專才教育課程。
我們參照七級資歷架構,積極為年
輕人和在職人士打造升學銜接和進
修階梯,引領不同背景的進修人
士拾級而上,晉升至更高級別。
2014/15
年,
VTC
共推出八個全新
的不同行業課程,全部按「能力標準
說明」編製,分屬資歷架構不同級
別,涵蓋汽車業、珠寶業和零售業
等多個行業。
我們亦加強為各行業提供能力評估
服務,除辦理多個行業的技能測驗
和專業才能評估服務外,我們亦擔
任資歷架構過往資歷認可機制的評
估機構,並作為單一獲委機構,為
十個行業進行過往資歷核證。
課程評審 確保質素
VTC
設立了健全的質素保證制度,
以「切合所需」的原則,確保職業專
才教育課程和服務符合本地業界和
學生的最新需要。我們亦積極尋求
局外相關評審機構認可,確保課程
質素。
年內,
VTC
轄下
HTI
、
CCI
及
ICI
就開
辦資歷架構第四級別的課程,通過
了
HKCAAVQ
的初步評估;而
ICI
及
CCI
的廚藝高級文憑課程亦取得
認可。此外,
HTI
、
CCI
、
ICI
、海事
訓練學院
(MSTI)
及卓越培訓發展中心
的學科範圍評審資格,獲再次延長
五年。
另有五項新的學士學位課程及兩項
專業文憑課程獲得
HKCAAVQ
認可,
將於
2015/16
學年開辦。
Quality Assurance and
Programme Accreditation
We take pride in the robust quality
assurance (QA) system, based on
a ‘fitness for purpose’ approach,
which helps ensure that our VPET
programmes and ser vices are
meeting the evolving needs of local
industries and students. Meanwhile,
we proactively seek recognition
of our programmes from relevant
accreditation bodies as part of our
external QA procedure.
Over the year, the HTI, CCI and ICI
all successfully obtained Initial
Evaluation status at QF Level 4
from the HKCAAVQ. The HD in
Culinary Arts programmes offered
by ICI and CCI have also been
granted local accreditation status.
Meanwhile, the Programme Area
Accreditation status of the HTI,
CCI, ICI, Maritime Services Training
Institute (MSTI) and Pro-Act Training
and Development Centres has been
successfully renewed for another
five years.

programmes have been accredited
by t he HKCAAVQ and w i l l be
launched in 2015/16.
