Apprenticeship Training Scheme
The Office of the Director of Apprenticeship (ODA) of VTC is the statutory unit regulating and promoting apprenticeship training in Hong Kong. Our primary objective is to assist young individuals in acquiring comprehensive on-the-job training, supplemented by relevant vocational education. This training is closely monitored and supported by ODA to ensure its effectiveness. Apprenticeship training focuses on developing practical experience and professional skills, with the aim of empowering young people to forge successful careers and educational pathways as professionals. By participating in apprenticeship training, apprentices can gain valuable industry experience and study professional vocational courses. They can earn a steady income, receive subsidies and the employer will fully cover the cost of their professional vocational courses. Apprenticeship training ensuring a seamless transition between learning and work, which lays a solid foundation for the career development of apprentices. Upon graduation, they can also pursue further studies to gain higher academic qualifications for their professional advancement.
VTC Earn & Learn Scheme
'VTC Earn & Learn Scheme' (E&L Scheme) is a subsidy scheme under the 'Apprenticeship Training’. VTC has implemented the E&L Scheme since the 2014/15 academic year in order to nurture skilled talent for the industries (especially those with high demand for skilled and technically advanced manpower). Apprentices can receive a guaranteed salary, an industry incentive allowance from the employers and an allowance from the Government while acquiring knowledge and developing skills. Outstanding apprentices may also be nominated to participate in the International Study Programme.
To further enhance the effectiveness of the E&L Scheme, with the Government’s support, VTC has launched the Pilot Incentive Scheme to Employers, which encourages participating employers in the E&L Scheme to provide systematic workplace learning and assessment for the apprentices, thereby improving their professional skills and preparing them for new opportunities in the industries in a more effective manner.
Industries eligible for joining Earn & Learn Scheme: Engineering and Technology, Transportation, Design, Jewellery and Creative Industries, Healthcare Services, Testing and Certification.

Workplace Learning & Assessment

VTC introduced a structured workplace learning and assessment, integrating school-based learning and workplace learning which complement each other for more effective learning. Employers join hands with VTC to assess trainees’ performance and competencies directly at the workplace. Workplace assessment had made reference to industry and international standards, allowing employers to better understand trainees’ competencies and provide them with feedback to enhance their performance, creating a win-win for both trainees and employers.
Pilot International Study Programme under Training and Support Scheme

The International Study Programme (ISP) aims to cultivate talents with international exposure, professional knowledge and practical skills. ISP offers a series of trade-specific thematic outbound activities lasting one to two weeks, providing apprentices with opportunities to engage in international exchanges and broaden their horizons. Through these activities, apprentices have the chance to understand the latest industry developments, enhance their professional knowledge and skills, and contribute to the development of society and the industry.
ISP covers a diverse range of content with rich trade elements. The programme itinerary includes:
• Visiting renowned VPET institutions, enterprises and industry organisations;
• Participating in training, seminars and workshops, industry expos and learning activities;
• Engaging in exchanges with local trainees; and
• Participating in historical and cultural activities.

Allowance of the Apprenticeship Scheme

Two pilot incentive schemes have been initiated by the Government for all registered and graduate apprentices for three financial years since 1 April 2024. Those schemes serve to support the industry in attracting more youth to join and engage in apprenticeship training, and to facilitate the upskilling of graduate apprentices in relevant trades.
The Training Allowance of HK$1,000 per month, maximum capped at HK$36,000 (36 months of training) will be provided to all new and existing registered apprentices during their apprenticeship training period.
The post-apprenticeship Upskilling Allowance with a maximum amount of HK$30,000 will be provided to graduate apprentices on a reimbursement basis aiming to encourage skill enhancement through upskilling courses for career development in their corresponding trade.
