Apprenticeship Training Scheme
The Office of the Director of Apprenticeship of VTC is the statutory unit in administering and promoting apprenticeship training in Hong Kong. The Apprenticeship Ordinance promotes and regulates vocational training for young people and helps industries to nurture skilled personnel for development. The Ordinance ensures that apprentices with suitable qualification will receive free education, sponsored by their employers, at appropriate level in technical institutions.
Apprenticeship Officers of the Office of the Director of Apprenticeship advise and assist employers on training and employment of apprentices. They visit regularly workplaces where apprentices are employed to ensure that training schemes are properly implemented. They also assess progress of apprentices, and when necessary, conciliate disputes arising out of registered contracts.

VTC Earn & Learn Scheme
'VTC Earn & Learn Scheme' (E&L Scheme) is a subsidy scheme under the 'Apprenticeship Training’. VTC has implemented the E&L Scheme since the 2014/15 academic year in order to nurture skilled talent for the industries (especially those with high demand for skilled and technically advanced manpower). Apprentices can receive a guaranteed salary, an industry incentive allowance from the employers and an allowance from the Government while acquiring knowledge and developing skills.
Industries eligible for joining the Earn & Learn Scheme: Engineering, Information Technology, Transportation, Design, Jewellery and Creative Industries, Healthcare Services, Testing and Certification, Hotel Operations & Culinary.

Workplace Learning & Assessment
To further enhance the effectiveness of the VTC Earn & Learn Scheme, VTC has launched the Pilot Incentive Scheme to Employers with the support of the Government. The Scheme offers incentives for employers who provide trainees with workplace learning and assessment under the VTC Earn & Learn Scheme, through which trainees can hone their knowledge and professional skills to meet the specific needs and new opportunities of the industries. To encourage employers to take part in the scheme, participating employers will be entitled to receive an upper limit of HK$36,000 per trainee.
The assessment is developed by making reference to industry and international standards, allowing employers to better understand trainees’ competencies and provide them with feedback to enhance their performance, creating a win-win situation for both trainees and employers.

Training Allowance and Upskilling Allowance

Two pilot incentive schemes have been initiated by the Government for all registered and graduate apprentices for three financial years since 1 April 2024. Those schemes serve to support the industry in attracting more youth to join and engage in apprenticeship training, and to facilitate the upskilling of graduate apprentices in relevant trades.
The Training Allowance of HK$1,000 per month, maximum capped at HK$36,000 (36 months of training) will be provided to all new and existing registered apprentices during their apprenticeship training period.
The post-apprenticeship Upskilling Allowance with a maximum amount of HK$30,000 will be provided to graduate apprentices on a reimbursement basis aiming to encourage skill enhancement through upskilling courses for career development in their corresponding trade.
