2012 was an exciting and eventful year for the Vocational
Training Council (VTC) as we celebrated our 30th anniversary
with a host of special events and new initiatives. We have
taken this opportunity to reflect on the difference we have
made to Hong Kong’s human resources development since
1982 and lay out our vision for the future. The milestone
year marked our 30 years as a vital part of the education
landscape and also took us into new strategic directions and
new horizons.
Celebrating Milestones
Since its foundation, the VTC has been faithful to its mission
of enriching the quality of Hong Kong’s workforce. Starting
off with five Technical Institutes dedicated to technical
education and training, the VTC has evolved into a well-
established professional development group in Hong Kong,
playing an instrumental role in raising the quality and
competitiveness of Hong Kong’s workforce.
Throughout the journey, the VTC has taken steps to
respond more swiftly to the changing education and training
landscape as well as manpower development needs, and
has developed into a vibrant, professional and creative
organisation. In this Report, I would like to highlight some of
the VTC’s achievements in the past year as well as its long-
term objective of developing a globally competitive workforce
to build a stronger economic future of Hong Kong.

慶賀新里程
從創局伊始，
VTC
一直以提升香港人力質素為
使命。由最初僅有五所提供職業教育及培訓
的工業學院開始，至今
VTC
已蛻變成為香港具
規模的專業教育培訓機構，在提升香港人力
質素和競爭力上擔當重要角色。
一直以來，無論是教育體制、培訓環境以至
人力發展需要，均在瞬息萬變，為跨越這些
挑戰，
VTC
時刻保持觸覺，並作出適時回應。
今天，
VTC
已發展成活力盎然、專業和具創意
的教育機構。我謹藉此年報概述
VTC
過去一年
的主要工作進程，以及我們致力培訓具國際
競爭力的人才、促進香港經濟蓬勃發展的長
遠目標。
