The past year at the Vocational
Training Council (VTC) has been
characterised by vision and action.
Si gn i f i cant e f f or t s have been
made to suppor t the manpower
development of Hong Kong and
increase our promotion of vocational
and professional education and
training (VPET) in the community,
alongside skills excellence.
The VTC’s vision is to become a
leading VPET provider in the region
with impact on local and global
development. With this vision,
we formulated our third Eight-
year Strategic Plan, covering the
period 2015/16 to 2022/23.
We have identified a number of
areas for development including
VPET promotion, re-structuring our
programme por tfolio, developing
local, mainland and international
strategies, and accelerating campus
and research development. With
this in place, we are confident
that the Strategic Plan will better
equip the VTC to meet its future
challenges.
New Directions
Globalisation remains the major
prevailing trend in the wor ld's
economy, posing both challenges
and opportunities to our city and its
people. Our twin advantages of having
the Mainland as our hinterland and a
well-established international outlook
provide a significant competitive edge.
But with other economies catching
up fast, it is clear that we have to
sharpen this edge to stay ahead.
Conscious of the need to address
these challenges through changes
to the city's education landscape,
the HKSAR Government has made a
strong commitment to promoting and
rebranding vocational education and
training.
In his 2014 Policy Address, the
HKSAR Chief Executive announced
that the Government would re-
establish the positioning of vocational
education in the city’s education
system and help guide the younger
generation in choosing their careers.
Echoing the Government’s call
to action, we have been working
closely with the Government and key
industries to raise the status and
recognition of VPET in Hong Kong.

再次開創成果豐碩的一年。
我們不遺餘力優化香港人力資源，
推廣職業專才教育，啟導社會對卓越
技能的追求。
VTC
願景成為亞太區卓越的職業專
才教育機構，在本地及全球教育的
發展中發揮積極作用。為達至此
願景，我們制定了第三套八年策略
計劃
(2015/16
至
2022/23)
，清晰
釐定多個重點發展領域，包括推
廣職業專才教育，重整課程，制定
本地、內地與國際策略，促進校園
與研究發展。我們有信心，在這套
策略計劃落實之時，

定能以更
完備的實力，迎接未來的挑戰。
引領新路向
全球化趨勢依然主導世界經濟，既
為香港和港人帶來挑戰，亦創造出
機遇。背靠中國內地、坐擁國際視
野，我們的競爭優勢在全球化的背
景下鮮明立現。然而，面對多個經
濟體正欲迎頭趕上，我們必須銳化
此優勢，以保持領先地位。
香港特別行政區政府充分明白，必
須着手推行教育改革，方可應對種
種挑戰。因此，特區政府下定決
心，致力營造和重塑職業教育培訓
的新形象。
行政長官在
2014
年度發表的《施政
報告》中，宣布政府會在本港教育
體系中重新確立職業教育的定位，
引導年輕一代選擇職業發展路向。
配合政府的施政，我們一直與政府
和業界緊密合作，提高職業專才教
育在香港的地位和認受性。
