Announcement of New Directorate Appointments

New appointments at the Directorate Rank have been made with effect from 4 Septebmer 2017.

Ir Dr LIU Sai-Lok, Eric

Ir Dr LIU Sai-lok, Eric has been appointed as Deputy Executive Director and is primarily responsible for VTC’s dual-track training and strategic development of Engineering and Design Disciplines.  He is also committed to developing strategic collaboration with local industry partners on vocational and professional education and training (VPET).

Ir Dr Liu joined the VTC in 1994 and has since held positions as Principal of Hong Kong Institute of Vocational Education (Tuen Mun) and Principal of Hong Kong Institute of Vocational Education (Tsing Yi).  He is currently member of a number of committees including Executive Committee of Hong Kong Electronics Industry Council of the Federation of Hong Kong Industries and Curriculum Development Council Committee on Technology Education.

Ir Dr Liu holds a Bachelor’s Degree in Industrial Engineering (The University of Hong Kong), a Master’s Degree in Industrial Automation (City University of Hong Kong) and a Doctor of Education Degree (University of Technology, Sydney, Australia).  His professional engineering qualifications/memberships include: Chartered Engineer (UK), Chartered Professional Engineer (Australia), Fellow of Engineers Australia (FIEAust), Member of Hong Kong Institution of Engineers (MHKIE), Member of The Institution of Engineering and Technology (MIET) and Member of Association of Computing Machinery (MACM).  


Dr ONG Lay-lian

Dr Ong has been appointed as Senior Assistant Executive Director and assumed the role of Principal of the Hong Kong Design Institute and Hong Kong Institute of Vocational Education (Lee Wai Lee) and concurrently as the Academic Director of the Design Discipline to undertake campus management duties and lead the strategic development of the discipline respectively.

Dr Ong has extensive experience in VPET with specialism in Information Technology (IT) and related sectors.  Prior to her current position, she has taken up a number of senior roles in the VTC, including Assistant Executive Director at Headquarters (Academic Services), the Academic Director of the Information Technology Discipline, the Vice Principal (Administration) of Hong Kong Design Institute and Hong Kong Institute of Vocational Education (Lee Wai Lee) and on secondment to the Education Bureau where her research findings contributed to the Task Force on Promotion of Vocational Education in Hong Kong.

Dr Ong possesses a Bachelor Degree in Mathematics (Imperial College, UK), a Master’s Degree in Computer Science (Manchester University, UK) and a Doctor in Education (Bristol University, UK).  She was selected for “Outstanding ICT Women Award 2015” by the Hong Kong Computer Society in recognition of her dedication and commitment in the IT Industry throughout her professional career, particularly in the development and nurturing of IT professionals in Hong Kong as she works with the VTC.


Ms Chung Chi-ching, Leah

Ms Chung Chi-ching, Leah has been appointed as Assistant Executive Director in Headquarters (Industry Partnership).  She oversees the industry Training Boards which advise the VTC on matters pertaining to manpower training to meet industry development needs.  She also leads Recognition of Prior Learning, Vocational Assessment and various Training Schemes.

Ms Chung was previously the Director of External Relations Office and responsible for managing VTC’s public affairs and external communications.  She had played a strategic role in the revamp of VTC brand in 2007; refreshing the corporate brand to stay relevant in the changing market as well as renewing the connection with both internal and external stakeholders.

Ms Chung is a seasoned communications professional with extensive marketing and PR experience in hospitality sector and international trade fairs industry.

Ms Chung holds a Bachelor of Arts in English (The Chinese University of Hong Kong) and a Master’s Degree in Business Administration (Australian Graduate School of Management).


Mr Adrian Peter ORT

Mr Ort has been appointed as Assistant Executive Director (AED) and will assume the role of the Principal of Hong Kong Institute of Vocational Education (Kwai Chung) with effect from 2 January 2018 and concurrently as the Academic Director of the Applied Science Discipline.  

Mr Ort has wide experience in project management and previously served as a Senior Training Consultant of the Hotel and Tourism Institute (HTI), Chinese Culinary Institute (CCI) and International Culinary Institute (ICI).  He has been committed to the development, brand building and operational readiness of the new International Culinary Institute campus in Pokfulam.  He also supervised the daily operations of the three Institutes.
Mr Ort is an accomplished professional in the hospitality sector with extensive experience worldwide.  He worked with international companies including the Peninsula Hotels Group, Rezidor Hospitality and Cathay Pacific Airways Ltd.  He graduated from the prestigious Ecole Hôtelière de Lausanne (Switzerland).
