The Human Resources Office is responsible for the development of human resources strategies, policies and guidelines to recruit, motivate, develop and retain a dynamic and competent workforce. The Office is now looking for a suitable candidate for a post of Deputy Director. The appointed individual will join the senior management team of the Office to provide leadership to the planning, development and implementation of human resources policies and services in one or more of the following functions: talent acquisition and recruitment, training and development, organizational development, compensation & benefits, performance management, staff relations and engagement, and HR Information System. Major Duties: |
|
(a) |
To lead and supervise work team(s) under his/her purview in delivering quality, efficient and sustainable HR services; |
|
(b) |
To foster communication and work relationships within and across teams of the Office as well as with other stakeholders for the provision of HR services; |
|
(c) |
To initiate and drive reviews and enhancements on HR systems, policies, procedures and guidelines, contributing to organizational effectiveness and corporate governance; |
|
(d) |
To assist the Director to formulate and implement strategies and plans of the Office to support the strategic operations and developments of the VTC; and |
|
(e) |
To prepare policy/discussion documents and to serve in various workgroups/boards/committees as and when required. |
|
|
|
|
Key Requirements: |
|
(a) |
A recognized degree, or equivalent, in human resources, business/general management or relevant disciplines; |
|
(b) |
At least ten years of relevant managerial experience in human resources functions, preferably in education, public and/or NGO sector(s); |
|
(c) |
Proven experience of policy formulation and implementation, and change management; |
|
(d) |
Strong collaborative, communication and presentation skills; |
|
(e) |
Demonstrated strategic mindset and time management skills; |
|
(f) |
Good command of written and spoken English and Chinese (including Putonghua); and |
|
(g) |
Preferably good understanding of the vision and mission of the VTC and development of Vocational and Professional Education and Training (VPET) in Hong Kong. |
