Major Duties: |
(a) |
To administer procurement operations including issue of purchase orders, sourcing, contract monitoring, tenders and contract negotiations, issue and acceptance of tenders; |
(b) |
To supervise and coordinate subordinates for provision of procurement and supplies services; |
(c) |
To offer professional advice and guidance to users on procurement and supplies matters; |
(d) |
To implement procurement policies, and conduct periodic review where necessary; |
(e) |
To maintain operation of computerised procurement and supplies systems effectively; |
(f) |
To assist in review, development and implementation of procurement and supplies systems; and |
(g) |
To coordinate stock-taking and supervise the data maintenance of the inventory management system. |

Requirements: |
(a) |
A recognised degree in Procurement, Purchasing and Supply Management, Supply Chain Management, Business Administration or equivalent; |
(b) |
At least two years’ relevant experience, preferably in sizeable or comparable organisations; |
(c) |
Proficiency in Microsoft Office and computer software applications and experience in computerised purchasing and inventory management systems; |
(d) |
Good negotiation, problem-solving, time management, interpersonal and communication skills; |
(e) |
A good team player, be proactive and able to work independently under pressure; and |
(f) |
Good command of English and Chinese. |

Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply. |

The appointee(s) may be required to perform duties outside normal office hours and in designated places as assigned. |
(5) |
The appointee(s) may be posted to any operational units in the Council at different locations in order to meet operational needs. |
