    Systems Manager (System Development)

    Major Duties:
    The appointee(s) would take up duties in the area of System Development:
    (a) To assist the management in overall planning, development, implementation, and enhancement in IT projects;
    (b) To lead team members in supporting and maintaining IT services and infrastructure as well as programming and testing enforcement of the Council’s policies and guidelines;
    (c) To carry out feasibility studies and requirement studies in formulating and enhancing IT solutions;
    (d) To perform system, workflow and operation designs; and
    (e) To liaise with various operational units and vendors.
     
    Requirements:
    (a) A recognised degree in IT or equivalent with at least 5 years’ relevant work experience;
    (b) Experience in project management is highly preferred;
    (c) Good supervisory skills, interpersonal skills and be a good team player;
    (d) Proficiency in English and Chinese; and
    (e) Applicants with knowledge and hands-on experience in any of the following aspects will be an advantage:
      (i) Student Lifecycle Management such as student admissions, student records and assessment administration;
      (ii) Corporate services such as accounting, finance, and procurement processes;
      (iii) Design and develop ETL processes and data models to support various data integration;
      (iv) Oracle database, Linux, JAVA, Spring, Spring Boot and RESTful API;
      (v) No-code development platform (e.g., Power Apps);
      (vi) CI / CD pipeline of a large-scale enterprise application in on-premises environment (e.g. Ansible, Docker. GitHub, Jenkins, Kubernetes & OpenShift, etc);
      (vii) API gateways, message queuing systems and developing microservices to improve system efficiency and scalability;
      (viii) AI technologies, trends and best practices;
      (ix) Blockchain projects.
       
    Notes:
    (1) The post is at the rank of “Senior Officer”.
    (2) Applicants with less relevant experience and / or qualification may be considered for the post of Assistant Systems Manager, at the rank of “Officer”.
    (3) Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply.
    (4) Appointees may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis.
    (5) Appointees may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council’s discretion.
