Established in 1982, the Vocational Training Council (VTC) is a statutory body and the largest vocational and professional education and training (VPET) provider in Hong Kong. Through its 14 member institutions, the VTC provides valuable credentials for over 200,000 students across its 14 member institutions each year through a full range of pre-employment and in-service programmes with internationally recognised qualifications. |

The VTC currently has about 5,200 full time staff. The Chairman and Members of the Council are appointed by the Chief Executive, including senior government officials and representatives from the industrial, commercial, service, labour and educational sectors. |
|

The Council is looking for suitable candidates with right calibre and experience for the post of Director, Finance and Procurement Office: |
|
|
|
Major Responsibilities : |
|
(a) |
To lead and oversee strategic development and operations of Finance and Procurement Office in relation to financial & costing management, accounting, and procurement to ensure relevance, responsiveness, quality and cost effectiveness; |
|
(b) |
To formulate and drive financial planning and analysis in support of the Council's strategies and initiatives; |
|
(c) |
To steer preparation of the Annual Plan and Annual Estimates of Income and Expenditure and to liaise with the Education Bureau, Labour and Welfare Bureau and other Government Bureaux / Departments; |
|
(d) |
To devise and execute corporate finance and procurement related policies / guidelines / measures and to ensure their compliance with the Council's mission and statutory requirements; |
|
(e) |
To communicate effectively and collaborate closely with the senior management, operational units on the formulation of finance and procurement related policies, systems and procedures; and |
|
(f) |
To manage quality assurance system and procedures, and to ensure effective implementation. |

|
Qualifications, Experience and Attributes : |
|
Applicants should possess: |
|
(a) |
Substantial years of relevant senior management level experience in financial management of sizeable organisation(s), preferably with solid experience in public / education sector; |
|
(b) |
A recognised and relevant degree and professional qualification(s), and preferably with a postgraduate qualification; |
|
(c) |
Strong leadership qualities and sensitivity to economic trends and business environment; |
|
(d) |
Strong capability in strategic thinking, leading teamwork, time management and forward planning; |
|
(e) |
Good communication and interpersonal skills, with client-focused mindset and exceptional ability to drive and manage changes; |
|
(f) |
Strong sense of use of Information Technology / Artificial Intelligence and digitalisation in finance and procurement operations; and |
|
(g) |
Excellent command of English and Chinese languages, including Putonghua. |
