Major Duties : |
|
The appointee(s) would take up duties in the following areas: |
|
(a) Digitalisation |
|
|
Digital Learning Platforms and AI for Teaching & Learning |
|
|
(i) |
To lead and manage the team in the planning, delivery and continuous enhancement of Council-wide digital solutions for teaching and learning; |
|
|
(ii) |
To formulate and drive the strategy, design and implementation of AI-enabled solutions for teaching and learning, including but not limited to Agentic AI solutions and institutional AI platform; |
|
|
(iii) |
To oversee the operation, enhancement and integration of the Learning Management System (LMS) and related digital learning systems; |
|
|
(iv) |
To collaborate with academic, operational units and other stakeholders to translate pedagogical requirements into scalable and user-centric IT solutions; |
|
|
(v) |
To establish and maintain institution-wide standards, policies, and frameworks for digital learning and AI adoption; and |
|
|
(vi) |
To take up strategic initiatives as assigned by management. |
|
(b) System Development |
|
|
(i) |
To lead and oversee the planning, development, implementation and maintenance of Council-wide enterprise and operational IT systems; |
|
|
(ii) |
To provide leadership to development teams, ensuring delivery of mission-critical systems in accordance with corporate standards; |
|
|
(iii) |
To oversee feasibility studies, requirements analysis, system design, development, testing, and integration of application systems; |
|
|
(iv) |
To manage vendors and in-house development team, including project governance, contract administration, and quality assurance; |
|
|
(v) |
To liaise with operational units to understand business requirements and translate them into sustainable IT solutions; |
|
|
(vi) |
To establish and maintain standards and frameworks related to system development, application architecture, and operational support; and |
|
|
(vii) |
To take up strategic initiatives as assigned by management. |
|
|
|
|
|
Requirements: |
|
(a) |
A recognised degree in Information Technology (IT), or equivalent professional qualifications; |
|
(b) |
At least 7 years’ relevant work experience at supervisory level in the IT field; |
|
(c) |
For Major Duties in Digital Learning Platforms and AI for Teaching & Learning, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage: |
|
|
(i) |
Large-scale digital transformation or AI system development; |
|
|
(ii) |
Design of AI-enabled solutions, agentic workflows and prompt engineering; |
|
|
(iii) |
Management of LMS, digital assessment and learning analytics; and |
|
|
(iv) |
Implementation of smart campus and IoT solutions. |
|
(d) |
For Major Duties in System Development, applicants with excellent knowledge and hands-on experience in any of the following aspects will be an advantage: |
|
|
(i) |
Application development (e.g. Java) and Low code / no code platforms; |
|
|
(ii) |
Cloud-based CRM (e.g. Microsoft Dynamics 365) and Cloud hosting (Azure); |
|
|
(iii) |
CI / CD tools (Docker, GitHub, Jenkins) and Release management (JIRA); and |
|
|
(iv) |
API gateways and developing microservices. |
|
(e) |
Strong self-initiative and determination to exceed expectations; |
|
(f) |
Good management, communication and interpersonal skills; |
|
(g) |
An excellent team player to work smoothly in different functional roles; and |
|
(h) |
High proficiency in both Chinese and English. |
|
|

|

Applicants with substantial experience and achievements in the relevant field but without the required academic / professional qualifications OR those with exceptional academic / professional qualifications but with less experience may also apply. |

Applicants are required to provide detailed information by outlining their specific technical expertise and previous development projects managed in their curriculum vitae. |

(4) |
Appointee(s) may be required to work irregular hours / outside normal office hours and / or at different work locations on a need basis. |
|
(5) |
Appointee(s) may be posted to any operational units of the VTC, for example a campus / centre, to carry out similar duties, and have different post titles which are subject to change at the Council’s discretion. |
