The Maritime Services Training Institute (MSTI), previously known as Seamen's Training Centre, was established in 1988 to provide a wide range of marine and safety courses for new entrants, in-service seafarers, and employees of marine-related and shore-based industry. Through its network and the Maritime Services Training Board, the MSTI maintains close relationships with the marine and related industries. Based on their advice and information, the Institute continuously provides quality training services to satisfy the manpower demands and training needs of marine and related fields.
Located in Tai Lam Chung, Tuen Mun, the MSTI has a net area of 16,000 square meters. To fulfill the training and certification requirements for seafarers and mid-stream and shore-based workers, it offers both pre-employment and in-service training courses. Its planned training capacity is approximately 5,000 trainees per year. Training courses offered by the MSTI includes 2 full-time pre-employment courses, namely the 2-year (5 semesters) Higher Diploma in Maritime Studies (HDMS) and 23-week Junior General Purpose Rating (JGPR), and modular day and evening courses for new entrants, in-service seafarers and employees of marine-related and shore-based industries. Besides, the MSTI runs tailor-made marine and safety training courses to meet the requirements of different corporations.

To assure the quality of its training and to meet international requirements for maritime education and training institute, the MSTI has developed its Quality Management System (QMS) and implemented it since 1998. The QMS was accredited and audited from time to time by the Det Norske Veritas (DNV), the world-renowned Norwegian classification society. Moreover, in order to maintain a safe environment for teaching and learning, the MSTI has, on its own initiative, created its Safety Management System (SMS) and put it into operation. In March 2004, the SMS achieved Level 2 of the Continual Improvement Safety Programme Recognition of System (CISPROS) of the Occupational Safety & Health Council.

At present, the MSTI is the sole institution approved by the authorities to provide various specific mandatory training courses as required by the STCW 95, Merchant Shipping Regulation, Shipping & Port Control Regulation and Factories & Industrial Undertakings Regulation.

MSTI has also obtained the authorization from The Swedish Club (TSC) for running the Maritime Resource Management Course developed jointly by the TSC, SAS Flight Academy and 6 European maritime organisations for the purpose of minimizing the risk of incidents at sea through efficient management of maritime resources.
The 5-day Elementary First Aid and Proficiency in Medical First Aid (Combined) Course offered by MSTI has obtained the recognition from the Labour Department as a first aid course meeting the requirements of Occupational Safety & Health Ordinance, the course carries the same status as those 4-day first aid courses offered/run by the Red Cross, St. John Ambulance and Auxiliary Medical Services. Hence, the MSTI has become the 4th local organisation offering its first aid training to the public.
