    Ms Juliana YANG Hui-chun was conferred the VTC Honorary Fellowship by Under Secretary for Commerce and Economic Development, Dr Bernard CHAN Pak-li, JP

    Ms Juliana YANG has been serving as the Chairlady of the Beauty and Hairdressing Industry Training Advisory Committee under the Hong Kong Qualifications Framework (HKQF) since 2015. She was also a Member of the Industry Consultative Network of the Employees Retraining Board (Beauty Therapy and Hairdressing) from 2009 to 2023 and was appointed as the Vice Convenor in 2024.
     

    Ms Yang was awarded the Medal of Honour (MH) in 2024 in recognition of her contributions to VPET development and the enhancement of professional standards in the beauty care industry.
     

    Ms Yang demonstrates a solid commitment to the implementation and adaption of the HKQF in the industry. Through her extensive experience and deep understanding of the industry’s needs, she has made significant contributions to the industry’s advancement through her support in the development of Specification of Competency Standards (SCS)-based beauty and hairdressing training packages, as well as the development and promotion of QF recognised courses.
     

    Ms Yang provided valuable advice on mapping the industry standards of the Hong Kong beauty care industry with those in the Mainland. She also served as an assessor to lead pilot assessments of the industry, facilitating the implementation of “One Examination, Multiple Certification (OEMC)” project. Since its inception in 2012/13, a remarkable total of around 3,000 OEMC certificates have been issued to candidates in Hong Kong and the Mainland.
     

    Ms Yang’s visionary approach extends beyond the beauty care and hairdressing industries. She actively promotes the mutual recognition of common competency units across the retail, beauty care and hairdressing industries, facilitating credit accumulation and transfer as well as enabling the recognition of common competencies across these industries.
     

    Ms Yang has been serving on the Beauty Care and Hairdressing Training Board since 2001, assuming the role of Chairlady of this Training Board since 2019. Through her many years of active participation and leadership roles on this Training Board including WorldSkills Competition (Beauty Therapy) and Vocational Assessment in Beauty Care, Ms Yang has made outstanding contributions to the talent development of the beauty and hairdressing industries.
     

    Furthermore, Ms Yang’s expertise and guidance have been instrumental in shaping the content and programme structure of the relevant Higher Diploma programmes.
