VTC Earn & Learn Scheme To facilitate the successful school-to-work transition of students, the VTC launched the Earn & Learn Scheme for secondary school leavers (i.e. targeting those aged 16 to 17) in 2014 through collaboration with the government and industry. The Scheme integrates structured vocational education and on-the-job training with clear progression pathways. Since its launch, the Scheme has already covered a wide spectrum of industries and trades. During the training period, the apprentice is eligible for an incentive allowance and a government subsidy in addition to their basic salary. On completion of the Scheme, the apprentice can remain in employment and receive a monthly salary while obtaining a recognised qualification. They can also choose to further their studies and pursue higher qualifications. With positive feedback, the Scheme has been further extended up to the Degree level. The government has regularised the Scheme from the 2019/2020 academic year. Adoption of the Dual-track Approach 40
