46 Supporting the Qualifications Framework In support of the Government’s Qualifications Framework (QF), we continued to benchmark our programmes against the QF, offering valued VPET for students to acquire recognised knowledge and skills. A new Postgraduate Diploma in Insurance in Risk Management launched by PEAK in 2018 is pegged at QF Level 6. The programme has been accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ). The VTC also supports the provision of competence assessment services in its role as the sole Assessment Agency for conducting Recognition of Prior Learning assessments under the QF for 10 industries, namely Printing and Publishing, Watch and Clock, Hairdressing, Property Management, Automotive, Jewellery, Catering (Chinese Cuisine), Beauty, Retail, and Electrical and Mechanical Services. Around 47,000 statements of attainment have so far been issued to over 26,000 applicants. Enhancing Quality Assurance and Programme Accreditation The VTC’s robust quality assurance (QA) system is built on a ‘fitness for purpose’ approach. During 2017/18, we further improved the QA system by conducting international QA benchmarking and learning good practices from successful overseas higher education institutes. We proactively seek recognition of our programmes from local statutory accreditation authority and professional bodies. In 2017/18, we commissioned the HKCAAVQ to conduct a Programme Area Accreditation (PAA) exercise for the Youth College and successfully gained PAA status in 12 Programme Areas at QF Level 3. Furthermore, four VTC Degree programmes and 14 non-local Degree programmes were accredited or re-accredited by the HKCAAVQ. Two of these non-local Degree programmes are newly launched in 2018/19 academic year. 支持資歷架構 VTC 支持政府推展資歷架構，按照資歷級 別編訂課程，助學生透過職專教育學習知 識技能，並取得認可資歷。 PEAK 於 2018 年開辦保險業深造文憑（風 險管理）課程，程度為資歷架構第六級， 並已通過香港學術及職業資歷評審局的評 審。 VTC 為資歷架構的「過往資歷認可」機制 擔任唯一評估機構，為不同工種的從業員 提供能力評估服務，包括印刷及出版、鐘 錶、美髮、物業管理、汽車、珠寶、餐飲 業（中式菜系）、美容、零售、機電等十個 行業。迄今，約 47,000 張資歷證明書已 簽發予逾 26,000 名申請人。 課程評審 加強質素保證 VTC 以「切合所需」為原則，推行穩健的質 素保證制度。過往一年，我們參考國際的 質素保證基準，又參照海外高等教育院校 的成功範例，持續優化質素保證制度。 我們繼續推展本地評審機構及專業團體相 關的課程評審。 2017/18 年，青年學院 12 個程度達資歷架構第三級的學科範圍 通過香港學術及職業資歷評審局評審。另 VTC 開辦的四項學位課程及 14 項非本地學 位課程，亦分別通過該局的評審或覆審， 其中兩項非本地學位新課程於 2018/19 學 年推出。
