02 職業訓練局 職業訓練局(VTC)於1982年成立,在職業專才 教育(職專教育)發展道路上一直走在前沿。VTC 作為香港法定機構,在本港教育體系中肩負重任, 培育具備職場所需技能的專才,令就業人口的技能 得以與時並進,以迎接未來機遇。我們秉承一貫宗 旨,提供切合行業發展需要的職專教育,透過轄下 14個機構成員,每年為超過20萬名年輕人及在 職人士開啟機會之門。 Vocational Training Council The Vocational Training Council (VTC), established in 1982, stands at the forefront of vocational and professional education and training (VPET) in Hong Kong. As a statutory body, we play an important role in the city’s education system by facilitating the skills development of Hong Kong's workforce, enabling their skill sets to remain relevant and future-ready. Our mandate to provide VPET is vital to meeting industry needs and fulfilling the aspirations of over 200,000 young people and in-service workers who attend programmes every year across our 14 member institutions. 11 Amid a rapidly changing industry landscape, the VTC remains steadfast in its commitment to delivering high-quality, relevant Vocational and Professional Education and Training (VPET) that equips individuals with professional expertise and essential skills, thereby strengthening Hong Kong’s workforce and economy. The theme of this annual report, “Opportunities Take Flight, Success in Sight,” embodies VTC’s unwavering dedication to cultivating a skilled and competitive workforce that is prepared to seize new opportunities and supporting diverse learners on their journey to success. Advancing THEi into a University of Applied Sciences In the past year, the VTC has made substantial strides in advancing its strategic initiatives, forging impactful projects and partnerships both within and beyond Hong Kong. These efforts align closely with the Government’s vision to promote VPET development and position Hong Kong as an international post-secondary education hub. Among these achievements, THEi’s progress towards becoming a University of Applied Sciences (UAS) represents a significant milestone. THEi has become a founding associate member of the UAS Alliance to join hands with allied institutions in promoting VPET offerings at degree level. Its status has been further underscored by attaining Programme Area Accreditation for “Sports and Recreation Management” and “Built Environment”. The final accreditation review for “Computer Science and Information Technology” is anticipated by 2026, with aspiration to achieve UAS status within the same year. 面對行業急速變遷,VTC堅守承諾,致力提供優 質、適時且切合需求的職專教育,裝備學生及在職 人士專業知識與技能,提升本地勞動力的技能水 平,推動經濟持續發展。本年報以「機會啟航.成 功在望」為主題,彰顯VTC致力培育具競爭力的 專業人才,協助他們把握未來機遇,支持不同志向 的人士邁向成功之路。 推進THEi 高科院 發展成為應用科學大學 過往一年,VTC在策略發展方面取得顯著進展, 順利推進多個項目,並持續深化與本地及海外伙 伴的合作關係。這些策略工作緊密配合政府推廣 職專教育發展的願景,助力香港發展成為國際專 上教育樞紐。 THEi 高科院逐步邁向應用科學大學的進程,標誌 著VTC發展的重要里程碑。THEi 高科院已加入「應 用科學大學聯盟」成為創會附屬成員,並積極與聯 盟院校攜手推廣學士學位程度的職專教育課程。目 前,THEi 高科院已獲得「運動及康樂管理」及「建 築環境」兩個學科範圍的評審資格,最後一個學科 範圍「電腦科學及資訊科技」預計於2026年完成 評審,屆時可望正式升格成為應用科學大學。

12 Enhancing Global Competence Recognising the transformative impact of artificial intelligence (AI) across industries worldwide, the VTC actively promotes AI literacy and integration through curriculum enhancement, staff capability building, infrastructure upgrades, and industry collaborations. Sustainability and green energy have emerged as critical drivers in the global market. In response, the VTC is fortifying the provision of pre-employment and in-service training in new energy transportation to support the manpower needed for Hong Kong’s electric vehicle and hydrogen development strategies. Development of new training facilities on campuses is in the pipeline, designed to provide hands-on programmes for nurturing skilled professionals and upskilling in-service practitioners, with the objective of bridging the gap between emerging green technologies and workforce readiness. 專業技能 世界通行 人工智能(AI)正為全球產業帶來革命性影響。 VTC積極透過優化課程、加強教職員培訓、升級基 礎設施,並與業界協作,全面提升學生及教職員的 AI 素養和應用能力。 同時,可持續發展與綠色能源已成為全球市場的重 要驅動力。為配合本地電動車及氫能發展策略, VTC加強新能源運輸領域的職前及在職培訓,並在 院校內籌建全新培訓設施,提供實踐為本的課程, 培育技術專才,提升從業員技能,助業界掌握新興 綠色科技產業所需的專業能力。

13 Championing Lifelong Skills Development Continuing and Professional Education (CPE) serves as a cornerstone in our strategy to align workforce skill sets with evolving industry needs, and broaden pathways for lifelong career development. Over 200,000 CPE training places are offered by VTC annually across member institutions and diverse subject areas, contributing to the upskilling and reskilling of Hong Kong's workforce. Going forward, a dedicated CPE Office will be established to consolidate expertise and foster cross-disciplinary collaboration across the VTC. This office will proactively identify skills gaps, co-ordinate resources and industry partnerships, and optimise programme offerings to maximise impact and synergy. Through this centralised approach, VTC will enhance its capacity to address evolving workforce demands while capitalising on growth opportunities in Hong Kong’s expanding CPE sector. Moving Forward United The year 2025 marks a significant milestone as it concludes my tenure as Chairman. It has been my great honour to lead the VTC since 2020, witnessing its many milestone developments, such as the launch of Mainland operation centre and the establishment of Hong Kong Institute of Information Technology (HKIIT). My six-year tenure as VTC Chairman has been deeply fulfilling. I extend my heartfelt gratitude to past and current Council Members, as well as the entire VTC management team and staff for their dedication and contributions. I also wish to thank the Government and our partners from all around the world for their unwavering support. 15 VTC致力提供多元化的職專教育選擇,裝備學生掌 握行業所需知識及技能,發揮所長,迎接未來職 場挑戰。年內,我們在多個策略發展上取得重要 進展,包括成立香港資訊科技學院 (HKIIT)、落實 校園發展項目,以及拓展課程選擇。我亦樂見VTC 學生在國際比賽、交流活動及本地社區參與項目中 展示卓越技能,廣獲認同。有賴各界協力,我們得 以在充滿活力的學習環境中培育專才,促進本地就 業人口持續提升競爭力。 推進機構策略 於2023年成立的HKIIT為VTC第十四間機構成員, 亦是本地首間專門提供資訊科技教育的專上院校, 在2024/25學年迎來首批約2,100名全日制新生。 院校推出的SkillsUP在職培訓課程廣獲支持,全年 提供超過37,000小時培訓,惠及業界及從業員。 HKIIT 更積極與政府部門、法定機構及領先的資訊 科技機構合作,包括數字政策辦公室、數碼港及華 為等,建立策略聯盟,進一步鞏固其在資訊科技領 域的領導地位。 此外,VTC繼續穩步推進校園發展計劃,並提升 多項教學設施,以切合行業技能需求。位於IVE (青衣)的航空及航海教育中心及IVE(柴灣) 的賽馬會牙科護理訓練中心已接近竣工,預計於 2026年內正式啟用。而茶果嶺新校舍及IVE(葵 涌)附屬校舍的升降機及自動梯科技中心亦正循 序發展。 職專課程多元發展 隨著本地經濟轉型,行業技能需求不斷演變,VTC 將於2025/26學年推出多個新課程,涵蓋AI 應 用、數碼媒體及設計、盛事及酒店管理、運動及 娛樂科技等新興領域。同時,我們將高級文憑課 程的必修工作實習時數增至100小時,加強真實 職場學習體驗,協助學生為投身職場作好準備。 The VTC is dedicated to providing diverse pathways in VPET, equipping students with essential industry insights to excel in their careers. This year we achieved significant milestones in our strategic agenda, including the launch of Hong Kong Institute of Information Technology (HKIIT), campus development and programme expansion. VTC students have also showcased exceptional skills and received recognition in international competitions, exchange events and local community engagement projects. Through concerted efforts, we persist in fostering a dynamic learning environment that nurtures talent and drives the growth and competitiveness of Hong Kong’s workforce. Taking Forward Council Strategies Since its official establishment in 2023, HKIIT, the 14th member institution of the VTC and the first local tertiary institute dedicated to IT education, has welcomed its first cohort of some 2,100 full-time students in 2024/25 academic year. HKIIT’s in-service programme SkillsUP has also garnered strong support with over 37,000 training hours delivered to practitioners and industry. HKIIT has strengthened its partnerships with the Government, statutory bodies and leading IT corporations, including Digital Policy Office, Cyberport and Huawei, while actively pursuing strategic alliances with renowned regional entities to reinforce its leadership in the IT sector. Meanwhile, the VTC continues to forge campus development plans and enhance teaching and learning facilities across various skills areas. The Aviation and Maritime Education Centre at IVE (Tsing Yi) and The Jockey Club Dental Care Training Centre at IVE (Chai Wan) are approaching completion, with official openings targeted for 2026. Capital projects including the new campus at Cha Kwo Ling and the Lift and Escalator Technology Centre at IVE (Kwai Chung) Annex Building are also making progress. Broadening the Reach of VPET Programmes Amidst the shifting skills demands of Hong Kong’s economy, new programmes are set for launch in the 2025/26 academic year, spanning a range of emerging and growth sectors, including applied AI technology, digital media and design, event and hotel management, sports and entertainment technology. Furthermore, we intensify the authentic workplace learning experience by increasing mandatory Industrial Attachment of Higher Diploma students to 100 hours, further enhancing their career readiness.

16 VTC亦積極打造國際化學習環境,助學生拓展全 球視野。2024/25學年,我們錄取約600名非本 地生入讀VTC高級文憑課程,並提供語言、文化 融合及就業準備支援。首屆職專教育文憑(高中 課程)亦成功開展,讓高中學生可同時考取香港 中學文憑試證書及職專資歷,擴闊升學選擇。 學生出色成就 VTC學生屢獲佳績,印證職專教育的價值。VTC 學生以中國香港代表隊成員身份出戰在法國里昂 舉行的「2024年世界技能大賽」,創下歷來最佳 成績,代表隊勇奪一金一銀二銅及十項優異獎章, 並於櫥窗設計賽項蟬聯金牌,彰顯香港職專教育 學生的精湛技藝。 The VTC fosters a multicultural learning environment to prepare students for global engagement. Around 600 non-local students were admitted to VTC’s Higher Diploma programmes in the 2024/25 academic year, with specific support on language, cultural integration and employment preparation. The Diploma of Vocational Education (Senior Secondary Curriculum) has successfully launched its first cohort, enabling HKDSE students to acquire formal VPET qualification in parallel to broadening future progression possibilities. Staging Students’ Excellence Our students’ achievements affirm the value of VTC’s VPET provision. Notably, VTC students who joined the WorldSkills Competition 2024 held in Lyon, France as part of the Hong Kong, China team, achieved their bestever performance. The team proudly brought home one gold, one silver and two bronze medals – including a second consecutive gold medal in Visual Merchandising – as well as receiving ten Medallions for Excellence. This outstanding result demonstrates the exceptional skill levels of VPET students from Hong Kong.

17 Furthermore, VTC students showcased socially impactful projects at the VTC-ITE International Student Seminar 2024, alongside VPET students from Singapore and Shenzhen. Hosted by the VTC, this three-day seminar provided an exemplary opportunity for around 600 VPET students from three places to learn from one another, further enhancing their professional skills and global mindset. Since the establishment of Community Engagement Unit in 2022, over 2,700 VTC students have actively contributed to their communities through participating in 70 collaboration projects, benefiting more than 7,000 community members. We also launched the CommunityQuest Scheme, which empowers students to address real-world challenges with creativity and social responsibility, further emphasising their skills and commitment to making a positive impact. Collaborating to Win These achievements reflect the collective efforts of our dedicated staff, motivated students, and valued stakeholders. Their contributions have been instrumental in driving our success and setting a strong foundation for the years ahead. As we move forward, we remain steadfast in our mission to provide highquality, future-ready VPET services that empower learners and develop the skills and professionalism in Hong Kong’s workforce. 20 Nurturing All-round IT Talent for Digital Transformation 培育全面資訊科技專才 策動數碼轉型 全球產業加速數碼化,HKIIT 肩負重任,協助就業 人口掌握未來所需的數碼能力。HKIIT 透過開辦與 行業接軌的課程,與業界建立策略伙伴合作網絡 及配置先進教學設施,培育新一代資訊科技專才, 推動各行各業的創新與轉型。 As industries worldwide accelerate digital transformation, HKIIT plays a pivotal role in equipping the workforce with future-ready competencies. Through industry-aligned programmes, strategic partnerships, and cuttingedge facilities, HKIIT fosters a new generation of IT talent capable of driving innovation across diverse sectors. The VTC has been authorised by the China Information Technology Security Evaluation Centre to become one of Hong Kong's first training institutions and examination centres offering the CISP programme, delivered by HKIIT. VTC獲中國信息安全測評中心授權,轄下院校HKIIT 成為香港首批開辦 註冊信息安全專業人員課程的培訓機構及考試中心之一。

21 Strengthening IT Competence with Industry Recognition Since its establishment, HKIIT has forged strategic partnerships with leading enterprises and prominent organisations to enhance learning opportunities and industry relevance. Partnerships include IBM Hong Kong, Amazon Web Services, Microsoft Hong Kong, Google Cloud and Digital Policy Office, to help students acquire recent, industry-relevant skills and practise those skills in real-life settings through joint projects or industry attachment opportunities. Leveraging its position as the only tertiary institution in Hong Kong specialising in IT education, HKIIT has become the first authorised training and examination centre for Certified Information Security Professional (CISP), H3C, and Huawei’s HarmonyOS in Hong Kong. This fortifies its strategic goal of providing a renowned regional IT training and examination hub for obtaining industry-recognised skills qualifications. 獲業界認可 裝備數碼能力 HKIIT 自成立以來,持續與頂尖企業及知名機構建 立策略伙伴關係,致力為學生提供更豐富的學習機 會及推動產學緊密結合,合作伙伴包括IBM香港、 亞馬遜雲端運算服務、微軟香港、Google Cloud、 數字政策辦公室等,讓學生透過合作項目及實習機 會,掌握業內最新技能,於真實環境應用所學。 作為香港唯一專門提供資訊科技培訓的專上院校, HKIIT 憑藉獨特優勢,成為本地首個獲授權開辦註 冊信息安全專業人員培訓及考試的中心,並獲新 華三集團及華為鴻蒙系統授權為首個香港培訓中 心,朝著成為區內卓越資訊科技培訓及考試中心 的目標穩步發展,助有志之士考取行業認可的技 能資歷。 Under the collaboration between VTC and Huawei, HKIIT has become the first ICT Academy Support Centre of Huawei in Hong Kong, sharing a wealth of learning resources across technology applications to VTC students. 華為與VTC簽訂合作備忘錄,轄下院校 HKIIT 成為香港首間華為ICT 學院支持中 心,為VTC學生提供豐富的創新技術學 習資源。

22 Market-driven IT Skills Education In the 2024/25 academic year, HKIIT offers 13 full-time HD programmes and Diploma of Foundation Studies (DFS) programmes to 2,100 students, including the new HD in Data Science and Artificial Intelligence and DFS in Digital Media Studies, alongside 8 part-time HD programmes. Going forward, a new HD programme in applied AI, along with DFS programmes in Drone and Entertainment Technology and Esports Technology, will be rolled out in the 2025/26 academic year in response to manpower needs in corresponding digital industry streams. “SkillsUP”, the strategic inservice training initiative of HKIIT, has garnered significant interest from industry practitioners and employers, underscoring its impact in bridging skills gaps and fostering lifelong learning. To support hands-on training, HKIIT has established learning facilities for different IT specialisations, including the Digital Innovation Co-creation Centre and AI & Big Data Centre at the VTC Tsing Yi Complex. 精準對接巿場 培訓資訊科技實務技能 於2024/25學年,HKIIT 共開辦13個全日制高級 文憑及基礎課程文憑課程,包括新設的數據科學 及人工智能高級文憑及基礎課程文憑(數碼媒體 學),招收約2,100名學生,並設八個兼讀制高 級文憑課程。展望未來,全新的應用人工智能高級 文憑、基礎課程文憑(無人機及娛樂科技)及基礎 課程文憑(電競科技)課程將於2025/26學年推 出,以回應相關數碼行業的人才需求。HKIIT 的在 職培訓服務「SkillsUP」亦廣受從業員及僱主歡迎, 印證相關課程有效填補技能缺口,推動終身學習。 為強化實務訓練,HKIIT 引進不同的教學設施, 包括於VTC青衣大樓設置數碼創新科技中心及人 工智能及大數據中心,精準對接各專業範疇的技 能需求。 HKIIT took part in the Hong Kong’s first real-life cybersecurity attack and defence drill organised by the Digital Policy Office in November 2024, strengthening threat response capabilities in public sector. Faced with the competition's tight preparation window, Mavis impressed judges by transforming basic materials into an immersive ocean scene - crafting coral from wire mesh and self-learning origami fish techniques during her daily commute to and from the competition venue. Mavis attributed her success to the unwavering support of her dedicated training team, comprising HKDI’s Aso Lam, Assistant Lecturer in the Department of Architecture, Interior and Product Design, and fellow alumni advisors. The team’s round-the-clock guidance and remote troubleshooting during the competition proved invaluable, giving Mavis every possible support on her journey to the gold medal. He stayed calm and figured out a solution to salvage the dish, earning Hong Kong’s first-ever Silver in the Pâtisserie and Confectionery trade. The success of Jarvis was bolstered by ICI’s robust training ecosystem. 28 Fostering an International Student Community The VTC opens its doors of skills education to aspiring individuals around the world. About 600 non-local students were admitted to VTC HD programmes in the 2024/25 academic year. To cultivate a vibrant and harmonious international community, support programmes are in place across VTC campuses to enhance bonding among students from diverse cultures, foster integration and strengthen their sense of belonging in the VTC community. Cantonese training workshops with customised virtual reality lessons are offered, enhancing non-local students’ proficiency in the language for both daily interactions and work-related communication. 凝聚國際化學生社群 VTC 向世界各地的學生打開技能教育的大門, 助他們實踐抱負,2024/25 學年共有約600 名 非本地生入讀VTC 高級文憑課程。為營造有活 力及和睦的國際化校園,各院校推出多項支援 措施,促進文化融合並加強歸屬感。非本地生 修讀粵語培訓,並透過個人化虛擬實境課堂, 提升日常會話及職場溝通能力。 The HKDI Exhibition in Nantou Ancient Town at Shenzhen successfully attracted prospective non-local students through mini fashion shows, performances, exhibitions and taster workshops. 29 Dialogue of Youth Change Makers from Three Cities The International Students Seminar has been held by the VTC and Institute of Technical Education (ITE), Singapore every two years since 2007, alternating between Hong Kong and Singapore. 33 Official Launch of THEi’s First Master’s Programme THEi officially launched its first Qualifications Framework Level 6 programme of Master of Business Administration in Digital Transformation for the spring intake in 2024/25 academic year, marking a milestone toward its vision of becoming a University of Applied Sciences (UAS). Delivered in Putonghua, the programme cultivates students with digital mindsets and practical skills, empowering them to leverage digital technologies for big data analysis, business model re-engineering, and driving the digital transformation of traditional enterprises. THEi has established partnership with Cyberport, one of Hong Kong’s largest digital business communities, garnering its support in sharing industry insights, as well as organising joint seminars and career matching events to provide more opportunities for practical experience and development. The programme has received a huge response from its first cohort of students, demonstrating its close relevance for addressing industry skills gaps. 34 Enriching Workplace Learning Through Industry Collaboration Workplace learning is a core component of VPET, enabling students to apply their skills in real-life settings and gain valuable industry exposure. With strong support from industry partners, students benefit from practical training, professional insights, and career-shaping feedback. To further strengthen this dual-track approach, the VTC will increase its mandatory industrial attachment requirement to 100 hours for Higher Diploma programmes starting from the 2025/26 academic year, allowing students to build stronger career experience and industry connections early in their study journey. Reinforcing Lifelong Learning The VTC continues to demonstrate strong impact in the area of lifelong learning by addressing the dynamic upskilling and reskilling needs of the workforce while supporting evolving manpower requirements across key industry sectors. Serving over 200,000 learners annually, the VTC will set up a centralised CPE Office to consolidate expertise, streamline policy, and foster cross-disciplinary collaboration across member institutions in offering structured, one-stop life-long learning support for aspired working individuals. The Institute of Professional Education And Knowledge (PEAK) offers Continuing Professional Development programmes designed to meet latest market demands, regularly updating its offerings for professionals in banking, financial services, insurance and property management.
