This report reaffirms our institution-wide dedication to these principles and highlights our ongoing initiatives and efforts. The reporting period primarily covers 1 April 2024 to 31 March 2025, while all environmental data and the carbon audit are reported on an academic year (AY) basis, covering AY2023/24 (1 September 2023 to 31 August 2024). As a statutory body, we play an important role in the city’s education system by facilitating the skills development of Hong Kong’s workforce, enabling their skill sets to remain relevant and future-ready. Our mandate to provide VPET is vital to meeting industry needs and fulfilling the aspirations of over 200,000 young people and in-service workers who attend programmes every year across our 14 member institutions. As Hong Kong’s leading vocational and professional education and training (VPET) provider, with 14 member institutions and over 200,000 students supported by our staff community, the VTC carries a significant responsibility. Our role extends beyond carbon reduction on our premises – we are equally committed to nurturing a sustainability-minded community and promoting the well-being of our people. Advancing Carbon Reduction with Meaningful Progress The VTC fully supports the Government’s target of achieving carbon neutrality before 2050, and is committed to reducing carbon emissions by 50% before 2035, with further reduction towards 2050. To reinforce these long-term efforts, we have established a dedicated decarbonisation strategy aligned with the Government’s 2050 vision, outlining key milestones, applications and practices to drive sustained progress and resilience in the face of climate challenges. Our active implementation of decarbonisation measures is yielding encouraging results. Carbon audits show a 21% reduction in emissions compared with the AY2018/19 baseline, surpassing our phase target of 10% by AY2029/30. Guided by the energy audits over the past three years, we are prioritising equipment upgrades, enhancing building performance and promoting sustainable behaviours across campuses to build a more resource-efficient and climateresilient VTC. Beyond campus operations, we continue to organise and participate in sustainability events, partnerships and recognition schemes, deepening our collaboration with industries and communities, providing our students with authentic learning opportunities and raising broader awareness of low-carbon living. Investing in the Sustainability of Our People While cultivating talent for society lies at the heart of our mission, we place equal emphasis on supporting the wellbeing and continuous growth of our staff. We uphold occupational health and safety through inspections, monitoring and awareness initiatives, promoting the physical, mental and social well-being of staff and the broader community. We enhance workplace policies and professional development, expanding training in innovative technologies. Recognising the transformative impact of artificial intelligence (AI), we launched more AIfocused programmes to equip staff to integrate AI into learning, teaching and daily operations – enabling our workforce to remain agile, future-ready and well-positioned to deliver high-quality student experiences. Laying a Strong Foundation for a Sustainable Future After years of dedicated effort, sustainability at the VTC has grown deeper and broader across our operations, within our people and throughout the learning experiences we provide. The VTC Aviation and Maritime Education Centre (AMEC), with target opening in 2026, awarded “Gold Winner” at the internationally renowned "Global Future Design Awards 2025” under the Educational Architecture (Under Construction) category, exemplifies excellence in integrating innovative learning spaces with functionality and sustainable development. Looking ahead, we remain committed to advancing sustainability through continuous improvements in infrastructure, technology and engagement. Our strengthened focus on student and staff engagement, together with active community participation, will support our growth into a sustainable and resilient organisation. To advance this mission, the Corporate Environmental and Sustainable Development Office (CESDO) was established in 2022 to provide strategic leadership and oversight. The office drives progress across four key areas: green campus development, environmental sustainability, environmental education and promotion, and workplace health and safety. Through this dedicated focus, CESDO champions the translation of VTC's sustainability commitment into tangible, lasting impact across the Council. It guides VTC’s efforts to reduce its environmental footprint, foster a resilient and inclusive community and prepare students and staff for a sustainable future. LOW-CARBON ENVIRONMENT CARBON REDUCTION ROADMAP In support of Hong Kong’s Climate Action Plan 2050, the VTC is committed to reducing carbon emissions by 50% before 2035 and contributing to the Government’s goal of achieving carbon neutrality before 2050. We have established a roadmap of targeted measures to reach this long-term sustainability goal. Our strategy is informed by a thorough review of existing carbon reduction practices, with a clear focus on carbon emissions reduction across all campuses. PROJECTED NET CARBON EMISSIONS VERSUS BASE YEAR AY2018/19 Carbon reduction measures across VTC premises: Carry out continuous housekeeping practices, including energysaving behaviours and regular maintenance Initiate pilot projects for applying high solar reflectance index (SRI) paint on roofs Incorporate the following into regular maintenance plans Upgrade room air conditioners to higher efficiency models Upgrade chillers to higher performance models Implement energy-efficient LED lighting Install solar window films to reduce solar heat gain Establish a 5-year regular review cycle, with education and promotion as an ongoing practice Continue to explore new reduction opportunities 4 The carbon emissions projected through 2050 are based on a portfolio of reduction measures, subject to the availability of funding for implementation, and the assumed emission factors.

Contents Message from Executive Director Sustainability Commitment Low-carbon Environment Education and Engagement Workforce Well-being and Development Awards and Recognitions Outlook Compared with the base year AY2018/19, the Council achieved a 5% reduction in electricity usage against a target of 6.5%, alongside a 12% reduction in water consumption and a 56% reduction in paper use – both exceeding their respective targets. Although electricity savings were slightly below the goal, the overall performance demonstrated strong progress toward our sustainability objectives. Moving forward, we will intensify electricity reduction through optimised air conditioning, lighting upgrades and equipment retrofits when funding is available. Water conservation will be sustained via flow controllers, sensor faucets and regular maintenance. Paper reduction will continue to benefit from digital learning, e-resource adoption and improved printing practices. These combined efforts establish a solid foundation for achieving long-term resource efficiency. On-site surveys and measurements were carried out to study and review existing operations and facilities. Total carbon emissions in AY2023/24 reduced by 21%, to 36,689 tonnes compared with the AY2018/19 baseline, surpassing the 10% target set for AY2029/30. GREEN FACILITIES AND SYSTEMS To advance sustainable campus development, the VTC is progressively implementing a range of green building initiatives and facility upgrades guided by energy-saving strategies. Waste Audit As part of the carbon reduction plan, the VTC conducted a waste audit at five representative premises to analyse waste composition and identify recyclables. Specific measures were developed for each identified recyclable category to boost recycling efforts. These insights help future waste reduction planning, target setting and the expansion of waste management initiatives across all sites. Municipal Solid Waste (MSW) Charging Trial From 1 April to 31 July 2024, the VTC conducted a pilot run of municipal solid waste (MSW) charging on four participating sites: VTC Tower, IVE (Sha Tin), IVE (Morrison Hill) and VTC Pokfulam Complex. The pilot generated essential data on implementation logistics, user behaviour and cost impacts, enabling the VTC to develop an effective, scalable waste management strategy that supports sustainability goals and ensures operational readiness. Sustainable Fashion Collaboration THEi and Shine Skills Centre students co-created fashion products and accessories using sustainable materials, promoting inclusive creativity and environmental awareness. World Oceans Day 2024 To mark World Oceans Day, the VTC Pokfulam Complex’s training restaurant served sustainable seafood dishes in June 2024. Eco-craftsmanship Shine Skills Centre students and graduates applied sustainable skills to craft wooden products from reclaimed materials and produce handmade soaps using recycled coffee grounds, blending sustainability with practical vocational training. It aimed to deepen environmental knowledge, foster stewardship and empower students to champion sustainable development across campuses. CAMPAIGNS AND ACTIVITIES VTC–ITE International Student Seminar 2024 In partnership with ITE Singapore, the three-day seminar themed “ISS Youth Change Makers” gathered over 600 participants from Hong Kong, Shenzhen and Singapore. The event inspired youth to explore multidisciplinary approaches to sustainability and social innovation. VTC Smart City and STEAM Challenge Cup 2025 The competition, themed “Smart Mobility: Driving Towards Sustainable Future”, was organised by the Smart City Innovation Centre with support from Citybus. Students were challenged to develop innovative STEAM-based solutions for Hong Kong’s transportation system, fostering their sustainable thinking. Students built hydrogen bus models during the “The Future is Hydrogen” workshop. VTC's First Sustainability Awards Scheme To champion and accelerate sustainable progress across our sites, the VTC launched its inaugural Sustainability Awards Scheme in AY2023/24. The awards aim to promote sustainable practices across all 38 VTC sites by recognising and rewarding those that demonstrate remarkable progress in reducing electricity, water and paper consumption compared to the previous year. The awards were presented by Mr TSE Chin-wan, BBS, JP, Secretary for Environment and Ecology, to representatives of the winning sites in recognition of their exemplary performance. Bus Body Design Competition Students from the Diploma of Foundation Studies (Design) programme participated in the “Sustainability • Get Set • Go” Bus Body Design Competition co-organised with KMB. Their eco-themed illustrations were transformed into full bus body designs, spreading environmental awareness citywide. Upcycled Fashion Show CLP Power collaborated with Youth College (International) and other partners to stage an upcycled fashion show, where students and elderly participants cocreated innovative designs from recycled clothing, showcasing sustainability and intergenerational creativity. Joint Art Exhibition on Mental Health Recovery As a collaboration among VTC’s Community Engagement Unit (CEU), Youth College’s Diploma of Vocational Education (DVE) (Mechanical Engineering) students and Baptist Oi Kwan Social Service, the pipe lamp artworks showcased at the “Illuminating the Extraordinary” exhibition symbolised mental health recovery journeys, blending engineering, art and social awareness. Intelligent Elderly Care Monitoring System Making use of AI, sensors and IoT, SAFERIN is a one-stop automated system addressing manpower shortages in elderly home. Developed by the HD Software Engineering team, the project received multiple awards in regional innovation competitions, including the Best Innovative Technology Application at the Asia Pacific ICT Alliance Awards 2024. The Hydrogen Energy Education and Talent Development Centre With support from the Environment and Conservation Fund (ECF), THEi launched Hong Kong’s first hydrogen-focused education centre to foster public understanding and develop industry talent in hydrogen energy. DESIGN AND INNOVATIONS AI-Powered Trash Identification System Developed by the HD Software Engineering team, BeachBot uses AI to identify various types of beach trash. The system received multiple accolades, including the 6th Greater Bay Area STEAM Excellence Award (tertiary category) and 2nd runnerup in the Cross-Strait, Hong Kong and Macau University Student Innovation Competition (tertiary category). ENGAGEMENT The VTC promotes sustainability through creative design and innovations, and community and industry collaboration and exchange, empowering students to apply their skills in real-world projects. Across collaborations with industry, NGOs and the public, students have delivered impactful solutions, fostered social and environmental awareness and earned recognition for their innovative contributions.

The event highlighted students’ technical and creative talents while promoting environmental awareness within the community. ECF Local Delicacy – Your Health Your Wealth! Led by THEi Department of Food and Health Sciences, this 22-month ECF-funded initiative promotes sustainable food practices by encouraging the use of local ingredients, food scrap repurposing and waste recycling, with workshops and talks engaging secondary students to raise awareness and foster community action toward carbon neutrality. “FUN Sharing Happiness” Project IVE Hospitality students received the Student Group Outstanding Award under the Sham Shui Po Volunteer Service Project organised by the Social Welfare Department. This award-winning project aimed at promoting healthy lifestyles among the elderly and children through nutritious snack-making workshops and wellness visits to a local elderly centre. COLLABORATION AND EXCHANGE Sustainable Fabric Wall at Link Sustainability Lab designed by THEi Fashion Design students Environmental teaching kits and picture book demonstrated by students of the Childcare, Elderly and Community Services programmes at IVE (Sha Tin) Chinese Herbal Attractions at Ocean Park Hong Kong (OPHK) THEi Chinese Medicinal Pharmacy programme partnered with OPHK and the Chinese Medicine Development Fund to create two Chinese herbal attractions: “Whisker’s Herbal Valley” and “Eco-Herbal Trail”. These attractions showcase Chinese Medicine culture, health benefits and sustainable landscaping while connecting industry, education and the community. Web and Game-based Training The Innovation and Technology Co-creation Centre (ITCC) partnered with industry leaders including Cathay Pacific, CLP and PADEL+ on multidisciplinary student projects. These projects digitalised training content into web and game-based applications, fostering sustainable innovation through student-industry collaboration. Cargo Warehouse Safety An interactive game for Cathay warehouse staff that teaches hazard awareness through timed challenges VTC Carbon Neutrality Forum 2024 The VTC held its inaugural forum themed “Carbon Neutrality – The Way Forward,” officiated by Dr LAM Ching-choi, GBS, JP, Chairman of the Council for Carbon Neutrality and Sustainable Development. Over 700 participants from business, industry and academia joined to explore lowcarbon solutions, facilitating cross-sector exchange and action on carbon neutrality.
