Each year, we offer some 200,000 VTC students with enriching opportunities, striving to provide them with knowledge and skills to champion environmental, social, and governance (ESG) principles in the pursuit of carbon neutrality. We aim to heighten environmental consciousness among our staff members and students to support our green campus and sustainable development. Building a Low-carbon Future Together Our ultimate goal is to be a key sustainability partner with the Government, empowering and engaging the broader community in a green future. As a leading provider of vocational and professional education and training (VPET) in Hong Kong, we recognise the importance of driving positive environmental change for a more climate-resilient future. Since 2007, we have rolled out a range of strategic environmental initiatives and policies, including the establishment of the Corporate Environmental and Sustainable Development Office (CESDO) in 2022, to prioritise our sustainability efforts and foster a culture of environmental responsibility. Embracing Carbon Neutrality Ambitions The VTC is committed to aligning closely with the Hong Kong Government's Climate Action Plan, supporting its goal of achieving carbon neutrality by 2050. In 2022, we formulated the VTC Carbon Reduction Plan encompassing five vital areas: Energy Saving and Green Building, Net-zero Electricity Generation, Green Transport, Green Economy, and Waste Reduction. In Academic Year (AY) 2023/24, we conducted carbon audits on 38 premises and implemented energy management measures, including retrofitting buildings, adopting sustainable policies and technologies, and optimising resource management throughout our operations. We take great pride in the recognition of our environmental endeavours through the prestigious Sustainable Vision Award from CLP Power Hong Kong Limited, and receiving 14 accolades from the Government’s Indoor Air Quality Certification Scheme. Notably, our upcoming VTC Aviation and Maritime Education Centre has achieved BEAM Plus Provisional Gold rating, showcasing our dedication to sustainability. Since 2007, the VTC has taken its first step in making environmental considerations a key priority. Education and Social Engagement Environmental Targets and Performance Outlook Pathway to Environmental and Sustainable Development Awards and Recognitions Message from Executive Director Carbon Reduction in Action VTC SUSTAINABILITY REPORT 2023-2024 3 Strategic Direction and Policy In response to the Government’s Climate Action Plan 2050 published in 2021, the VTC has incorporated this mission by defining the following strategic objectives for its member institutions' staff and students: • Devise feasible environmental and sustainability policies and strategies; • Raise awareness of environmental conservation and sustainability; • Develop green campuses, build a sustainable low-carbon environment; and • Facilitate individual operational units / institutes in the implementation, operation and deployment of green facilities and systems. Environmental Policies VTC’s environmental policies showcase its commitment to environmental leadership and sustainability, focusing on continual improvement of our environmental performance. We endeavour to: • Ensure compliance with all relevant environmental legislation, standards and regulations; • Minimise waste generation and resources consumption, including water, paper and electricity; • Promote environmental awareness among staff members and students; • Provide environmental education and training to enhance understanding and action; • Incorporate environmentally friendly design, materials and technologies in the Council's campuses and buildings whenever feasible, subject to funding availability; • Manage and reduce environmental pollution resulting from operations, while also requiring contractors to adopt and implement environmental / sustainable measures; and • Work towards achieving sustainable development, balancing the social, economic and environmental aspects of our activities. VTC SUSTAINABILITY REPORT 2023-2024 4 Carbon Reduction Plan In 2022, the VTC developed the Carbon Reduction Plan, outlining targets and measures for decarbonisation. Energy Savings and Green Buildings We will improve our buildings’ energy efficiency via initiatives such as energy audits, retro-commissioning exercises, implementation of energy-efficient systems and applications, and green building certification. The energy performance of building infrastructure will be optimised through the incorporation of sustainable design principles and adherence to energy-related standards. Net-zero Electricity Generation We will explore photovoltaic systems to accelerate on-site renewable energy generation. Green Transport We are committed to phasing in Electric Vehicles (EVs) and gradually phasing out internal combustion and hybrid vehicles during the 10-year period preceding AY2031/32. We also targeted to install charging stations at 30% of the total number of parking spaces in our new buildings. For existing buildings, at least one EV charger will be installed at each car park, subject to user demand. Waste Reduction We actively promote the principles of “reduce, reuse, and recycle”. We encourage caterers, students, and staff to separate food waste. In addition, we strive to create plastic-free campuses by prohibiting single-use utensils and straws in new catering contracts and banning the purchase of disposable plastic bottled water.

VTC SUSTAINABILITY REPORT 2023-2024 7 Carbon Audit In 2023, the VTC conducted a comprehensive carbon audit, meticulously assessing carbon emissions across 38 sites from AY2018/19 to AY2022/23. The VTC has made a significant stride in reducing its total carbon emissions since the base year AY2018/19. Total carbon emissions recorded in AY2022/23 amounted to 39,093 tonnes of CO2-e, with carbon emissions per area at 0.063 tonnes of CO2-e/m2. In AY2022/23, total carbon emissions per area was 16% lower than the level of the base year AY2018/19, indicating the effectiveness of ongoing strategies and efforts for carbon reduction. VTC SUSTAINABILITY REPORT 2023-2024 8 Energy efficiency is the top priority for the VTC across all its campuses. Meanwhile, our commitment to integrating renewable sources of energy at our facilities contributes to a broader transition towards sustainable energy. Energy Saving and Renewable Energy Since 2022, the VTC has carried out energy audits in collaboration with CLP Power Hong Kong Limited (CLP) and The Hongkong Electric Company, Limited (HKE). VTC students participated in the exercise, gaining practical learning experience. On principle, the VTC would consider RCx for all existing buildings with central building services installation, as well as when chillers are scheduled for replacement and maintenance, subject to funding availability. Retro-commissioning (RCx) Energy-efficient Systems and Applications Renewable Energy Solutions Education and Social Engagement Environmental Targets and Performance Outlook Pathway to Environmental and Sustainable Development Awards and Recognitions Message from Executive Director Carbon Reduction in Action Photovoltaic (PV) Panel Installation In December 2021, a pilot set of solar panels was installed in the Wofoo Foundation Dr Joseph Lee Whole Person Development Education Centre, with the Feed-in Tariff Scheme in place. It is scheduled to commence installation in 2025 on more premises. The system will incorporate data analytics for educational purposes. Solar Water Heating System A solar water heating system has been installed in the VTC Halls of Residence (Tsing Yi). This system captures energy from solar collectors on the rooftop to generate hot water for guests. Lift Modernisation In a five-year rolling programme, lifts and escalators across VTC premises are to be replaced and upgraded, subject to funding availability. Modernisation of lift systems at IVE (Kwun Tong) and the VTC Kowloon Bay Complex has already been completed. Solar Window Films Application of solar window films is underway across 12 pilot sites. These films effectively reduce heat gain, increase UV protection and reduce electricity demand of air cooling systems. Smart Meters Currently installed at 16 VTC sites, smart meters provide realtime data on electricity consumption. Chiller Plant Replacement A five-year rolling programme is underway to replace and upgrade all aged central airconditioning systems with high-efficiency models and optimised cooling control systems across VTC premises, subject to funding availability. Replaced two lifts at IVE (Kwun Tong) and VTC Kowloon Bay Complex Save about 5,000 kWh per month Lighting Infrastructure Upgrade Existing lighting installations will be progressively replaced with energyefficient LEDs. These will be integrated with occupancy and motion sensors and timer controls to automate their operation and optimise energy usage. Outdoor solar lights have been installed to harness sunlight as power source. Replacement of Window-type Air Conditioners Replacement of window-type air conditioning units with centralised high-efficiency systems is included in the VTC Tsing Yi Complex and the Hong Kong Institute of Vocational Education (IVE) (Kwai Chung) retrofitting projects. Sustainable Building Design and Construction Certification Principles New Building Development The VTC applies for BEAM Plus green building certifications for all its new building projects, with a target of achieving the second-highest rating at a minimum. Renewal of Existing Buildings The VTC is reviewing the renewal of green certification applications for its existing building portfolio. As well as reassessing their performance, steps will be taken as necessary to maintain or improve their certification levels over time. Digitalisation The VTC is embarking on an initiative to harness building information modelling (BIM) and digital platforms for insights on sun exposure, thermal analyses, etc. to optimise architectural design, and the operation and maintenance of building services systems. We are supporting green transportation development by facilitating our staff members in commuting through EVs, ultimately reducing our carbon footprint. EV Charging Facilities Since 2023, the VTC has supplanted its conventionally-powered council vans at IVE (Tuen Mun) and the VTC Kowloon Bay Complex with EVs. EVs will continue to replace our conventional vehicle fleet as required on a progressive basis. EV Adoption The VTC has made significant progress with sustainable transport initiatives to enhance the availability of EV charging facilities and transition to zero-emission vehicles. The VTC’s strategy for waste reduction across its campuses encompasses diverse initiatives to nurture a culture of sustainability and environmental stewardship. A dedicated task force steers and oversees these waste management initiatives. Waste Reduction Funded by the Environmental Campaign Committee, the programme has benefited more than 20 campuses with enhanced waste separation and management facilities. Promoting Source Separation of Waste VTC SUSTAINABILITY REPORT 2023-2024 12 To reduce the generation of waste throughout the life-cycle of VTC buildings, consultants and contractors engaged in building projects are required to retain and maximise the use of existing structure and materials on site, and use building materials certified as environmentally sustainable or with high recyclable content. Building Construction Waste Reduction Plastic-free Solutions In addressing single-use plastic disposal, the VTC installed Reverse Vending Machines for plastic bottle recycling. Smart water dispensers were introduced across campuses and filtered drinking water taps were installed in the T Hotel. In addition, a rental system for reusable containers at SHINE Café will be implemented. The VTC has adopted multiple waste management initiatives to tackle a variety of waste streams across campuses, following the principles of reduce, reuse and recycle. Waste Management Initiatives Solid Waste Management In a major step to reduce the volume of food waste, a processing system custom-developed for the Hotel and Tourism Institute, the Chinese Culinary Institute and the International Culinary Institute is under construction. Other VTC sites are exploring the adoption of small-scale food waste decomposers, with smart compactor bins to optimise waste storage. Commenced in March 2023 at IVE (Chai Wan), IVE (Kwai Chung), Youth College (YC) (Kwai Fong) and YC (Yeo Chei Man), the trial was subsequently expanded to four more sites to further increase awareness in the community. Environmental Promotion Red Dot Design Award Red Dot Award: Design Concept 2023 Showcase by the Centre for Communication Design challenges audiences about the environmental impact of packaging design. Community Contribution "NEW Energy NEW Generation" EV Weeks introduced sustainable technologies through solar car showcase IVE Engineering Discipline collaborated with 19 secondary schools. 12 picture books produced to educate children about ecological conservation Child Education Centre for Teaching & Learning supported by the Environment and Conservation Fund. "Sustainability Living Show" showcased artisan outfits and tote bags transformed from recycled garments for charity sales YC Fashion and Beauty Care students collaborated with The Salvation Army and the Central Market. TREE Upcycling Project co-created with youths to innovate and regenerate local tree resources HKDI Design for Social Innovation and Sustainability (DESIS) Lab sponsored by the Hong Kong Jockey Club Charities Trust. First Net Zero STEAM Bus renovated as a solar-powered classroom from a retired bus IVE Engineering Discipline collaborated with a local secondary school. Simultaneously, we instil a sense of responsibility in our stakeholders, nurturing a sustainable future for generations to come. Data and analyses are used to support decision-making and operational improvement. Environmental Education The VTC is working to broaden students’ understanding of environmental issues within their education and training. Opportunities for active learning and contributions to the green campus are important aspects of this effort. Smart Technologies and Digital Tools The VTC is upgrading facilities and equipment to enable localised and/or automated control and management. Implementation is monitored to gauge effectiveness, while continued innovation leads to further optimisation. Digital technology meanwhile streamlines processes and workflows. Stakeholder Relationships Our cooperation with industry and community organisations facilitates exchanges of valuable know-how about sustainability. We also encourage stakeholders to advocate decarbonisation in the broader community.
