I used Mail tool to communicate with students last year but it was not there since August 2010. Is it no longer available?
As resolved at 12th Meeting of the Learning and Teaching Steering Committee (LTSC), mail function inside WebCT is disabled. Please note that assignment submission notification will not be affected.
