Strategic Plan

 

In 2008, VTC drew up its Second 8-year Strategic Plan (2009/10 to 2016/17) which maps out its strategies to shape the development of vocational education and training (VET) in Hong Kong, offering valued choices to both youth and adult learners for enhanced employability and lifelong learning; providing quality manpower resources for industries to sustain Hong Kong’s competitiveness; and supporting Government’s policies on education and manpower development.

The Second Plan carries the central theme of "Value Innovation and Capability Building", anchoring on a "Lifelong Development Partnership" with youth and adult learners, as well as industries.

The Plan embraces ten inter-related strategic initiatives including :

 

  • Curriculum Development and Enrichment
  • Flexible Delivery
  • Articulation Pathways
  • In-service Training
  • Career Development Advisory and Support Services
  • Holistic Programme Planning and Management
  • Infrastructure Support (Discipline Matrix Management Structure)
  • Industry Networking and Centres of Excellence
  • Offering Sites and Learning Environment
  • Human Resources

 

The Second Plan will be a ”living document” subject to annual strategic planning reviews and modifications will be made in the light of external and internal changes.
