VTC welcomes appointment of new Chairman to spearhead developments in vocational and professional education and training

The Vocational Training Council (VTC) welcomes the Government’s appointment of Dr Roy CHUNG Chi-ping as the new chairman for a term of two years with effect from 1 January 2018.
A distinguished industrialist, Dr Roy CHUNG Chi-ping has over the years made relentless contributions to the industry and economic development in Hong Kong. He has also taken a keen interest in manpower training and the development of higher education and is a staunch supporter of vocational and professional education and training (VPET). Dr Chung was appointed Chairman of the Task Force on Promotion of Vocational Education by the Government in June 2014, leading its Members of diverse background and expertise to explore how to reposition vocational education and training, and the strategy to raise public awareness of VPET and recognition of its value. All the recommendations of the report of the Task Force were accepted by the Government subsequently. Under the steer of Dr Chung, VTC is expected of a more prominent role in the education system of Hong Kong, providing the younger generation with quality and diversified progression pathways.   
Dr Chung has a long association with the VTC. He was appointed as Council Member of VTC in 2004 and subsequently as the Deputy Chairman from 2010 to 2015. He is Chairman of the Steering Group of WMG School for Professional Development jointly established by VTC and the University of Warwick, United Kingdom. He was re-appointed Industrial Professor by the University of Warwick in 2015.
Dr Chung is a role model of lifelong learning and is committed to pursuing further studies. He holds a Doctorate Degree of Engineering from the University of Warwick, and a Doctorate Degree of Business Administration from the City University of Macau. Over the last ten and more years, Dr Chung has worked hand in hand with the VTC management and staff. With his extensive experience in industry and strong commitments in the promotion of VPET, VTC believes that Dr Chung will lead VTC and the development of VPET to a new height.

VTC paid tribute to Dr Clement CHEN Cheng-jen, the outgoing Chairman of VTC, for his invaluable contributions during his term of service. Since his appointment as Chairman of VTC in 2012, Dr Chen has steered the implementation of the Third 8-year Strategic Plan, opening a new chapter of VPET in Hong Kong and spearheaded numerous forward-looking initiatives to dovetail with the Government’s policies.
Under Dr CHEN’s leadership, successful implementation of the Earn and Learn Scheme in varied industries, modelled on the dual-track model adopted in thriving VPET systems the world over, furthers the VPET system in Hong Kong by offering comprehensive progression pathways to aspiring young people. Since the offering of THEi’s vocationally-oriented degree programmes in 2012, and the completion of its new Chai Wan campus this year, the value chain of VPET is further extended to meet the requirement of the knowledge-based economy. In furtherance of the internationalisation policy of VTC, strategic partnerships were forged with global and the Mainland education providers, academic organisations and trade associations to enrich the learning experiences and horizons of students and the teaching staff to nurture all round talent. All these remarkable achievements of the VTC would not have been possible without Dr Chen's invaluable contributions in the past six years. This year marks the 35th Anniversary of VTC. Together Dr Chen, the Council, the VTC management and staff witnessed the many milestone developments of VTC that help drive the progress of society.        
Speaking on his appointment, Dr Roy CHUNG Chi-ping said, “I am very honoured to be appointed as Chairman of the VTC in succession of Dr Clement Chen Cheng-jen, who has performed so exemplarily in steering VTC to make VPET highly responsive to the changing needs in society and requirements of the new generation, and thus reaping one after another accomplishment.”
“While serving VTC in the past years, I have worked closely with various stakeholder parties, and have witnessed the joint efforts of industry and society towards the nurture of a quality workforce to support the growth of Hong Kong’s industries and economy. I am also very impressed by the highly professional and dedicated team of the VTC management and staff who spare no efforts in tendering input and formulating policies to support the manpower development in Hong Kong. Their performance is self-evident. I look forward to working in unison with the VTC family to contribute to the long-term development of Hong Kong,” he added.
Established in 1982, the Vocational Training Council(VTC)is the largest vocational and professional education and training provider in Hong Kong with some 250,000 students and trainees each year. The mission of VTC is to provide a valued choice to school leavers and working people to acquire the values, knowledge and skills for lifelong learning and enhanced employability, and also to provide support to industries for their manpower development.
