The Government of HKSAR proposed the Mandatory Building
Inspection Scheme (MBIS) in 2003. According to the statistical
data collected up to 2003, there are over 42,000 private buildings in Hong Kong and
11,400 of them are between 20 and 40 years old and which are prone to
maintenance problems. Under the proposed MBIS, owners of private
buildings aged 30 years or above are required to engage qualified
inspectors to inspect their buildings every seven years and undertake
necessary repair works as specified by the inspectors. The final
stage of public consultation on the matter was ended in mid-March 2006.
